Electric
vehicle
charging

station
grant
program

1.
The
department
shall
establish
and
administer
an
3
electric
vehicle
charging
station
grant
program
to
provide
4
monetary
incentives
to
private
entities
that
build
electric
5
vehicle
charging
stations
in
urban
areas
and
in
areas
near
6
interstate
and
primary
roads
that
are
frequently
used
by
long
7
distance
travelers.

2.
a.
An
electric
vehicle
charging
station
grant
fund
is
9
created
in
the
state
treasury
under
the
administration
and
10
control
of
the
department.
The
fund
shall
consist
of
moneys
11
appropriated
to
the
fund
by
the
general
assembly.
Moneys
in
12
the
fund
are
appropriated
to
the
department
to
provide
grants
13
under
the
electric
vehicle
charging
station
grant
program.
14
b.
Notwithstanding
section
8.33,
moneys
in
the
fund
15
that
remain
unencumbered
or
unobligated
at
the
close
of
a
16
fiscal
year
shall
not
revert
but
shall
remain
available
for
17
expenditure
for
the
purposes
designated.
Notwithstanding
18
section
12C.7,
subsection
2,
interest
or
earnings
on
moneys
in
19
the
fund
shall
be
credited
to
the
fund.

The
department
shall
adopt
rules
pursuant
to
chapter
21
17A
to
administer
the
electric
vehicle
charging
station
grant
22
program,
including
but
not
limited
to
rules
providing
for
an
23
application
process
and
establishing
the
criteria
necessary
to
24
award
grants
to
applicants
that
plan
to
build
electric
vehicle
25
charging
stations
in
urban
areas
or
in
areas
near
interstate
26
or
primary
roads
that
are
frequently
used
by
long
distance
27
travelers.
The
department
may
establish
a
limit
on
the
amount
28
of
moneys
that
may
be
awarded
in
order
to
maximize
the
use
of
29
the
moneys
in
the
fund.

There
is
appropriated
from
the
Iowa

comprehensive
petroleum
underground
storage
tank
fund
created

electric

The
inclusion

this
explanation
does

This
bill
requires
the
department
of
transportation
(DOT)
to
8
establish
and
administer
an
electric
vehicle
charging
station
9
grant
program.
The
bill
creates
an
electric
vehicle
charging
10
station
grant
fund
in
the
state
treasury
and
appropriates
11
$5,382,117
to
the
fund
from
the
Iowa
comprehensive
petroleum
12
underground
storage
tank
fund.
The
DOT
must
use
the
moneys
in
13
the
fund
to
provide
grants
pursuant
to
the
grant
program.
The
14
DOT
must
adopt
rules
to
administer
the
grant
program,
including
15
rules
providing
for
an
application
process
and
for
the
criteria
16
necessary
to
award
grants
to
applicants
that
plan
to
build
17
electric
vehicle
charging
stations
in
urban
areas
or
in
areas
18
near
an
interstate

that
