99B.11,
subsection
2,
Code
2014,
is

amended
by
adding
the
following
new
paragraph:

PARAGRAPH
.
f.
A
fantasy
or
simulation
sports
contest
3
in
which
all
prizes
and
awards
offered
to
winning
participants
4
are
established
and
made
known
to
the
participants
in
advance
5
of
the
contest
and
their
value
is
not
determined
by
the
6
number
of
participants
or
the
amount
of
any
fees
paid
by
the
7
participants.
All
winning
outcomes
in
such
contest
shall
8
reflect
the
relative
knowledge
and
skill
of
the
participants
9
and
shall
be
determined
predominantly
by
accumulated
10
statistical
results
of
the
performance
of
individuals,
11
including
athletes
in
the
case
of
sports
events,
in
multiple
12
actual
sporting
or
other
events,
and
no
winning
outcome
shall
13
be
based
on
the
score,
point
spread,
or
any
performance
or
14
performances
of
any
single
actual
team
or
combination
of
such
15
teams
or
solely
on
any
single
performance
of
an
individual
16
athlete
in
any
single
actual
sporting
or
other
event.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
authorizes
the
paying
of
awards
and
prizes
to
21
participants
in
fantasy
sports
contests.

Code
section
99B.11,
concerning
bona
fide
contests,
is
23
amended
to
provide
that
a
fantasy
or
simulation
sports
contest
24
is
a
bona
fide
contest,
allowing
the
payment
of
awards
to
25
persons
winning
the
contest,
if
certain
conditions
are
met.

The
bill
provides
that
a
fantasy
sports
contest
is
a
bona
27
fide
contest
if
all
prizes
and
awards
offered
to
winning
28
participants
are
established
and
made
known
in
advance
of
the
29
contest,
all
winning
outcomes
reflect
the
relative
knowledge
30
and
skill
of
the
participants
and
are
determined
predominantly
31
by
accumulated
statistical
results
of
the
performance
of
32
individuals
in
multiple
actual
sporting
events,
and
no
winning
33
outcome
is
based
on
the
score,
or
performance
of
any
