H.F. 2106 Section 1. Section 157.1, subsection 5, paragraph c, Code 1 2022, is amended to read as follows: 2 c. Removing superfluous hair from the face or body of a 3 person with the use of depilatories, wax, sugars, threading, 4 or tweezing. 5 Sec. 2. Section 157.1, subsection 12, paragraph c, Code 6 2022, is amended to read as follows: 7 c. Removing superfluous hair from the body of a person by 8 the use of depilatories, waxing, sugaring, tweezers, threading, 9 or use of any certified laser products or intense pulsed 10 light devices. This excludes threading and the practice of 11 electrology, whereby hair is removed with an electric needle. 12 Sec. 3. NEW SECTION . 157.12B Threading. 13 1. A person engaged exclusively in the practice of threading 14 is not required to receive a license issued under section 15 157.3. 16 2. A person may engage in the practice of threading at a 17 location that is not licensed pursuant to section 157.11. 18 3. For the purposes of this section, “threading” means 19 the removal of hairs from the eyebrows, upper lip, or other 20 body parts by the use of a thread and includes the use of 21 astringents, gels, powders, tweezers, and scissors incidental 22 to the use of a thread. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill relates to the practice of cosmetology (Code 27 chapter 157). The bill allows a person to engage in the 28 practice of threading, defined as the removal of hairs from 29 the eyebrows, upper lip, or other body parts by the use of a 30 thread, without obtaining a license to practice cosmetology. 31 The bill also allows a person to engage in the practice of 32 threading at a location that is not licensed as a salon.
