by
striking
the
paragraph.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Currently,
if
a
building
is
served
by
a
private
sewage
6
disposal
system,
the
system
must
be
inspected
prior
to
7
any
transfer
of
ownership
of
the
building,
except
for
some
8
transfers
specified
in
statute.
The
inspections
must
be
9
conducted
by
an
inspector
certified
by
the
department
of
10
natural
resources
or
by
county
personnel
who
are
certified
11
inspectors.
12
This
bill
eliminates
the
authorization
for
county
personnel
13
to
be
certified
inspectors
of
private
sewage
disposal
systems.
