Section

is
amended

by
adding
the
following
new
subsection:

SUBSECTION

62.
a.
Collaborate
with,
at
a
minimum,

the
board
of
educational
examiners;
the
Iowa
association
of
4
community
college
trustees;
the
association
of
Iowa
area
5
education
agencies;
the
Iowa
school
counselor
association;
the
6
economic
development
authority;
the
department
of
workforce
7
development;
the
governor’s
science,
technology,
engineering,
8
and
mathematics
advisory
council;
and
students
recommended
by
9
the
Iowa
jobs
for
America’s
graduates
program;
or
successor
10
entities,
to
develop
standards
and
procedures
for
the
approval
11
of
professional
service
and
secondary
guidance
counselor
12
preparation
and
professional
development
programs
that,
upon
13
approval
by
the
department,
academic
institutions
which
grant
14
postgraduate
degrees
may
offer
to
persons
seeking
authorization
15
by
the
board
of
educational
examiners
to
serve
as
secondary
16
school
guidance
counselors
or
to
provide
professional
services
17
in
Iowa
schools.

b.
Community
colleges,
the
economic
development
authority,
19
and
the
department
of
workforce
development
shall
consult
20
and
coordinate
with
employment
and
workplace
stakeholders
in
21
assisting
the
director
in
developing
standards
and
procedures
22
for
the
approval
of
programs
pursuant
to
this
subsection.
23
c.
Postsecondary
institutions
that
offer
programs
approved
24
pursuant
to
this
subsection
shall
coordinate
with
community
25
colleges
to
ensure
that
the
professional
development
programs
26
approved
under
this
subsection
are
offered
throughout
the
state
27
at
convenient
times.
28
d.
The
requirements
for
coursework
and
programs
approved
29
pursuant
to
this
subsection
shall
include
but
not
be
limited
30
to
the
following:

(1)
Provision
of
information
regarding
career
exploration,
32
planning,
and
development
assistance;
and
opportunities
33
available
to
Iowa’s
students
from
targeted
industries
as
34
defined
in
section
15.411,
subsection
1,
as
well
as
industries
35

skilled
workers
with
educational
backgrounds
in
1
science,
technology,
engineering,
or
mathematics.

One
semester
credit
or
the
equivalent
issued
by
a

college
in
Iowa
for
coursework
or
professional

development
in
career
exploration,
career
education,
and
5
career
planning
which
shall
be
offered
by
community
colleges
6
at
the
resident
tuition
rate
set
pursuant
to
section
260C.14,
7
subsection
2,
to
students
enrolled
in
approved
professional
8
service
and
guidance
counselor
preparation
programs
and
to
9
persons
renewing
their
professional
service
or
secondary
10
guidance
counselor
licenses
or
endorsements
pursuant
to
section

272.9B.
Each
community
college
shall
offer
this
coursework
by
12
July
1,
2013,
unless
there
is
no
demand
for
the
coursework.
If
13
a
community
college
fails
to
offer
coursework
or
professional
14
development
in
career
exploration,
career
education,
and
career
15
planning
by
July
1,
2013,
the
provisions
of
section
272.9B
16
shall
not
apply
to
an
applicant
described
in
that
section
who
17
resides
within
the
boundaries
of
the
community
college
and
18
who
is
employed
by
an
Iowa
school
as
a
secondary
guidance
19
counselor,
until
July
1,
2014,
or
until
twelve
months
following
20
the
date
upon
which
the
coursework
is
made
available
by
the
21
community
college,
whichever
is
later.

director
shall
establish
an
application
and
review

process
for
approval
of
programs
developed
and
implemented
24
pursuant
to
this
subsection.

For
purposes
of
this
subsection,
“professional
service”

refers
to
preparation
and
professional
development
programs

licensure
and
endorsement
of,
persons
who
are

authorized
under
chapter
272
to
provide
services
in
Iowa

schools

successfully
completed

a
professional
service

approved
in
accordance
with
section
256.9,

subsection
62.

is
amended
by
adding
the

new

nine
through
twelve
only
by

service

secondary
guidance

counselor
licenses
or
endorsements
pursuant
to
section
272.9B,
15
or
who
hold
a
license
issued
by
the
board
and
meet
the
renewal
16
requirements
for
a
license
pursuant
to
section
272.9B.

EXPLANATION
18
This
bill
provides
for
the
development
of
standards
and
19
an
approval
process
for
professional
service
and
secondary
20
guidance
counselor
preparation
and
professional
development
21
programs,
requires
the
board
of
educational
examiners
to
22
establish
related
licensing
and
endorsement
requirements,
and
23
requires,
beginning
July
1,
2015,
that
career
and
academic
24
guidance
counseling
services
provided
by
school
districts
to
25
students
enrolled
in
grades
nine
through
12
be
provided
only
26
by
persons
issued
professional
service
or
secondary
guidance
27
counselor
licenses
or
endorsements
by
the
board
of
educational
28
examiners,
persons
who
hold
a
license
issued
by
the
board
and
29
who
meet
the
renewal
requirements
for
a
license
issued
pursuant
30
to
the
requirements
established
in
accordance
with
the
bill.

The
bill
directs
the
director
of
the
department
of
32
education
to
collaborate
with
a
number
of
entities
to
develop
33
requirements
for
professional
service
and
secondary
guidance

counselor
preparation
and
professional
development
programs

postgraduate

collaborate

Employment

workplace

the
state

The
requirements
for
coursework
and
programs
must
include

but
not
be
limited
to
the
provision
of
information
regarding
20
career
exploration,
planning,
and
development
assistance,

and
opportunities
available
to
Iowa’s
students
from
targeted
22
industries,

as
industries
requiring
skilled
workers
23
with
educational
backgrounds
in
science,
technology,
24
engineering,
or
mathematics;
and
one
semester
credit
or

the
equivalent
issued

a
community

for
coursework

and
career
planning.
The
credit
must
be
offered

by
the
community
colleges
at
the

coursework

The
bill
allows
an
applicant
additional
time
to
meet
the
9
requirement
to
have
successfully
completed
a
preparation
10
program
in
order
to
be
licensed
or
employed
as
a
school
11
counselor
if
their
community
college
fails
to
offer
the
12
necessary
coursework.
