NEW
SECTION
.

Rehabilitation
plan
and
1
post-incarceration
plan.

1.
The
superintendent
of
an
institution
shall,
within
six
3
months
after
the
commitment
or
entrance
of
an
inmate
to
an
4
institution
under
the
jurisdiction
of
the
department,
develop
5
an
individualized
written
plan
and
timeline
for
the
inmate
6
directed
toward
the
rehabilitation
of
the
inmate
and
preparing
7
the
inmate
to
live
outside
of
the
institution.
The
plan
shall
8
include
but
is
not
limited
to
an
assessment
of
the
inmate’s
9
needs
in
the
following
areas:
10
a.
Academic
and
educational.
11
b.
Career
and
job
training.
12
c.
Substance
use
disorder
treatment.
13
d.
Mental
health
or
mental
illness
treatment,
including
14
cognitive
behavioral
therapy
designed
to
help
the
inmate
change
15
the
patterns
of
behavior
that
led
to
the
inmate’s
criminal
16
activity.

e.
Empathy
and
victim
impact
training.

f.
Counseling
related
to
parenting
and
family
relationships.

Within
six
months
of
an
inmate’s
potential
release
from
20
an
institution,
the
superintendent
shall
assist
each
inmate
21
in
preparing
a
post-incarceration
plan
to
include
but
not
be
22
limited
to
all
of
the
following:
23
a.
Workforce
training
including
employment
preparation
24
skills
such
as
job
readiness
and
job
search
techniques.

b.
A
plan
for
securing
housing
and
work
upon
the
inmate’s
26
release.

c.
Arranging
substance
use
disorder
treatment
and
mental
28
health
services
upon
the
inmate’s
release.

This
bill
requires
the
superintendent
of
each
institution

under
the

bill
provides
that
the
superintendent
of
each
Iowa

department
of
corrections
institution
shall,
