  1  1    Section 1.  Section 256C.3, subsection 3, paragraph h, Code
  1  2 2015, is amended to read as follows:
  1  3    h.  Provision for ensuring that children receiving care from
  1  4 other child care arrangements can participate in the preschool
  1  5 program with minimal disruption due to transportation and
  1  6 movement from one site to another.  The children participating
  1  7 in the preschool program may be transported by the school
  1  8 district to activities associated with the program along with
  1  9 other children.
  1 10    Sec. 2.  Section 256C.4, subsection 1, paragraphs g and h,
  1 11 Code 2015, are amended to read as follows:
  1 12    g.  For the fiscal year beginning July 1, 2011 2014, and each
  1 13 succeeding fiscal year, of the amount of preschool foundation
  1 14 aid received by a school district for a fiscal year in
  1 15 accordance with section 257.16, not more than five percent may
  1 16 be used by the school district for administering the district's
  1 17 approved local program. Outreach activities and rent for
  1 18 facilities not owned by the school district are permissive uses
  1 19 of the administrative funds.
  1 20    h.  For the fiscal year beginning July 1, 2012 2014, and
  1 21 each succeeding fiscal year, of the amount of preschool
  1 22 foundation aid received by a school district for a fiscal year
  1 23 in accordance with section 257.16, not less than ninety=five
  1 24 percent of the per pupil amount shall be passed through to
  1 25 a community=based provider for each pupil enrolled in the
  1 26 district's approved local program. For the fiscal year
  1 27 beginning July 1, 2011 2014, and each succeeding fiscal year,
  1 28 not more than five ten percent of the amount of preschool
  1 29 foundation aid passed through to a community=based provider
  1 30 may be used by the community=based provider for administrative
  1 31 costs.  The costs of outreach activities and rent for
  1 32 facilities not owned by the school district are permissive
  1 33 administrative costs. The costs of transportation involving
  1 34 children participating in the preschool program and other
  1 35 children may be prorated.
  2  1    Sec. 3.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  2  2 immediate importance, takes effect upon enactment.
  2  3    Sec. 4.  RETROACTIVE APPLICABILITY.  This Act applies
  2  4 retroactively to July 1, 2014.
  2  5                           EXPLANATION
  2  6 The inclusion of this explanation does not constitute agreement with
  2  7 the explanation's substance by the members of the general assembly.
  2  8    This bill authorizes children participating in the preschool
  2  9 program to be transported by the school district to activities
  2 10 associated with the program along with other children.  The
  2 11 bill specifies that for community=based providers the costs
  2 12 of transportation involving children participating in the
  2 13 preschool program and other children may be prorated.
  2 14    Under current law, a community provider under the
  2 15 program is authorized to use not more than 5 percent of the
  2 16 preschool foundation aid passed through to the provider for
  2 17 administrative costs. The bill increases that amount to 10
  2 18 percent.
  2 19    The bill also provides that the costs of outreach activities
  2 20 and rent for facilities not owned by the school district are
  2 21 considered permissive use of administrative funds.
  2 22    The bill takes effect upon enactment and applies
  2 23 retroactively to July 1, 2014.
