House File 12 - Introduced HOUSE FILE BY WESSEL=KROESCHELL A BILL FOR 1 An Act relating to the establishment of an academic coaching 2 endorsement by the board of educational examiners. 3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 1396YH (2) 86 kh/rj PAG LIN 1 1 Section 1. Section 272.2, Code 2015, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 20. Adopt criteria for the establishment 1 4 and issuance of an endorsement for academic coaching. Such 1 5 criteria shall be developed in cooperation with practitioner 1 6 preparation programs and shall include but not be limited 1 7 to successful completion of coursework which prepares an 1 8 individual to understand and be able to apply proven learning 1 9 strategies, to analyze a student's concerns and perceived 1 10 barriers to academic success, to implement the knowledge 1 11 and strategies proven to improve student self=efficacy and 1 12 confidence in the student's learning environment, and to work 1 13 with other practitioners to improve a student's academic 1 14 performance and progress. 1 15 EXPLANATION 1 16 The inclusion of this explanation does not constitute agreement with 1 17 the explanation's substance by the members of the general assembly. 1 18 This bill authorizes the board of educational examiners 1 19 to adopt criteria for the establishment and issuance of an 1 20 endorsement for academic coaching that may be added to a 1 21 practitioner's license. 1 22 The criteria for the endorsement must be developed in 1 23 cooperation with approved practitioner preparation programs 1 24 and must include but not be limited to successful completion 1 25 of coursework relating to learning strategies, barriers to 1 26 academic success, student self=efficacy and confidence, and 1 27 practitioners' work to improve student academic performance and 1 28 progress.
