STATE OF HAWAII

 

 

 

 

 

SENATE RESOLUTION

 

 

URGing the united states government to support co-stewardship of wahi kŪpuna with the native hawaiian community with regards to lands under federal, state, and local government authority.

 

 


     WHEREAS, the Association of Hawaiian Civic Clubs recognizes that the well-being of the āina is essential to the well-being of the Native Hawaiian people and advocates for preservation, protection, and stewardship of land, watersheds, ocean resources, and significant cultural sites; and

 

     WHEREAS, wahi kūpuna are ancestral, physical locations significant to the Native Hawaiian community where they maintain relationships to the past and foster their identity and well-being in the present; and

 

     WHEREAS, wahi kūpuna are the repositories that are strongholds of Native Hawaiian culture and places where Native Hawaiians can transmit knowledge and culture to the next generation; and

 

     WHEREAS, wahi kūpuna continue to be severely threatened by development and do not have the same equity and parity as natural resources and other environmental sectors; and

 

     WHEREAS, wahi kūpuna are disproportionately underfunded within the private and public sectors of Hawaii; and

 

     WHEREAS, in recent history, wahi kūpuna including Kahoolawe, Papahānaumokuākea, and Mauna Kea, provide lessons on approaches and practices to either avoid or replicate, especially when wahi kūpuna are located on lands under federal, state, or local government authority; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the United States government is urged to support the co-stewardship of wahi kūpuna with the Native Hawaiian community with regard to lands under federal, state, and local government authority; and

 

     BE IT FURTHER RESOLVED that the Association of Hawaiian Civic Clubs and its partner organizations are requested to identify and prioritize wahi kūpuna located on lands under the federal, state, and local government authority and initiate discussions urging co-stewardship between Native Hawaiian community organizations with the respective landowners; and

 

     BE IT FURTHER RESOLVED that federal, state, and local government authorities are urged to consult with the Native Hawaiian community in development of their respective resource management plans, and in the development of co-stewardship models and agreements with the Native Hawaiian community organization, to preserve important cultural and natural sites, educate the general community on Native Hawaiian traditions and practices, advocate cultural awareness, and implement and maintain the Native Hawaiian community presence in the area; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to members of the Hawaii congressional delegation; Secretaries of the Interior, Agriculture, Defense, and Commerce; Governor; Chairperson of the Board of Trustees of the Office of Hawaiian Affairs; and all County Mayors.
