SENATE RESOLUTION

 

 

requesting the department of land and natural resources to recognize that game mammals and birds provide a sustainable food source and that each department, agency, and office of the state incorporate local hunting and fishing industries into its food SUSTAINABILITY strategy.

 

 


     WHEREAS, supply chain disruptions and rising food prices across the United States have highlighted the need for greater food security and self-sufficiency; and

 

     WHEREAS, a significant percentage of the food consumed in Hawaii is imported into the State; and

 

     WHEREAS, Hawaii's reliance on imported food makes the State particularly vulnerable to supply chain disruptions, which can leave many residents of Hawaii without access to affordable food; and

 

     WHEREAS, the State has taken many steps to increase food self-sufficiency, including increased agricultural production; and

 

     WHEREAS, it is essential for the State's food self-sufficiency strategies to be sustainable; and

 

     WHEREAS, game mammals and birds offer a plentiful and sustainable food source for Hawaii's residents; and

 

     WHEREAS, greater recognition of game mammals and birds as a food source would greatly benefit the State's food self-sufficiency and sustainability goals; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Department of Land and Natural Resources is requested to recognize that:

 


     (1)  Game mammals and birds provide a sustainable food source; provided that negative impacts to the environment are sufficiently minimized or offset through native ecosystem protections that merit quality habitats with sufficient food, water, and refuge to support viable game mammal and game bird populations sufficient for hunting;

 

     (2)  Proper management of game populations in appropriate areas minimizes or reduces impacts to agriculture, important watershed areas, and native habitats, and provides benefits such as reducing grass fire fuel and weed control to important watershed areas; and

 

     (3)  The State's unique relationship with the ocean requires careful consideration and management of land and ocean activities that prioritize the public trust responsibilities of the State, including the conservation of natural resources for future generations and the protection of native Hawaiian traditional and customary practices pursuant to article XI, section 1, and article XII, section 7, of the Hawaii State Constitution; and

 

     BE IT FURTHER RESOLVED that each department, agency, and office of the State is requested to incorporate local hunting and fishing industries into any food security or sustainability strategies developed or implemented by that agency; and

 

     BE IT FURTHER RESOLVED that the head of each principal department of the State is requested to submit to the Legislature, no later than twenty days prior to the convening of the Regular Sessions of 2023 and 2024, a report on the progress of that department and any agency administratively attached to that department in incorporating local hunting and fishing industries in its food security and sustainability strategies, including any findings, recommendations, and proposed legislation; and

 


     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and head of each executive department.
