SENATE RESOLUTION

 

 

requesting the counties and the department of transportation to conduct a traffic study and make recommendations regarding pedestrian crossing countdown timers in neighborhoods with a higher population density of elderly or persons with disabilities.

 

 


     WHEREAS, pedestrian crossings countdown timers have traditionally been designed to accommodate people who are mentally and physically agile, with good stamina, vision, and hearing; and

 

     WHEREAS, often, the amount of time provided at pedestrian crossing countdown timers is insufficient for people who require additional time to cross the street such as the elderly or those who have disabilities, leaving them stranded in the intersection when the traffic signal changes; and

 

     WHEREAS, pedestrian crossing countdown timers should be designed to safely accommodate pedestrians of all ages and physical and mental abilities; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the Department of Transportation and the counties are requested to conduct a traffic study which examines pedestrian crossing countdown timers in neighborhoods with a higher than average population densities of elderly or persons with disabilities; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation and the counties are requested to submit a report of its findings and recommendations with regard to pedestrian crossing countdown timers in neighborhoods with higher than average population densities of elderly or persons with disabilities, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2021; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of the Department of Transportation and the Mayors of the City and County of Honolulu and Counties of Maui, Kauai, and Hawaii.
