SENATE RESOLUTION

 

 

Requesting Landfills to not accept municipal solid waste.

 

 


     WHEREAS, landfills across the State are either at or near capacity; and

 

     WHEREAS, Hawaii produces almost twice as much solid waste per person per day compared to the rest of the United States; and

 

     WHEREAS, the State has not come close to meeting its goals to reduce the solid waste stream through source reduction, recycling, and bioconversion; and

 

     WHEREAS, non-acceptance of municipal solid waste reflects the decision and order that the Land Use Commission issued in 2009 regarding Waimanalo Gulch Sanitary Landfill; and

 

     WHEREAS, the City and County of Honolulu has indicated that it plans to request an extension of the life of Waimanalo Gulch Sanitary Landfill; and

 

     WHEREAS, a deluge of rain on January 12, 2011, dislodged medical waste from the landfill, where it was carried downstream as runoff, and ultimately washed ashore along west Oahu coastline; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that effective July 1, 2012, all landfills on Oahu are requested to not accept municipal solid waste, with the exceptions of special waste and waste created as a result of a natural disaster; and

 

     BE IT FURTHER RESOLVED that all landfills on Hawaii, Maui, and Kauai are requested to not accept municipal solid waste, with the exceptions of special waste and waste created as a result of a natural disaster, beginning on a date determined by resolution of the respective county council; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Director of Health, the Chairperson of the Land Use Commission, and to the Mayor and the Chairperson of the Council of each county.
