SENATE RESOLUTION

 

 

REQUESTING THE CITY AND COUNTY OF HONOLULU to ADOPT BUILDING CODES THAT PRESERVE HISTORIC ARCHITECTURE.

 

 


     WHEREAS, the City and County of Honolulu has designed and implemented special area plans for particular neighborhoods and towns throughout the State, including:

 

     (1)  Ewa Villages Master Plan in 1992;

 

     (2)  Waipahu Town Plan in 1995;

 

     (3)  Waipahu Livable Communities Initiative in 1998;

 

     (4)  Kalaeloa Redevelopment Plan in 2000;

 

     (5)  Aiea-Pearl City Livable Communities Plan in 2004;

 

     (6)  Kalihi-Palama Action Plan in 2004;

 

     (7)  Waialua Town Master Plan in 2005;

 

     (8)  Kahaluu Community Master Plan in 2007;

 

     (9)  Waimanalo Community Business Center Study in 2008;

 

    (10)  Kaneohe Town Plan in 2009;

 

    (11)  Makaha Special Area Plan in 2009; and

 

    (12)  Pearl Harbor Historic Trail Master Plan in 2011; and

 

     WHEREAS, the City and County of Honolulu has adopted urban design plans to further develop residential and professional areas on Oahu, including:

 

     (1)  Wahiawa Urban Design Plan in 1998;

 

     (2)  Kapolei Urban Design Plan in 2007;

 

     (3)  Mehana Design Guidelines in 2008; and

 

     (4)  University of Hawaii West Oahu Non-campus Lands Urban Design Plan in 2011; and

 

     WHEREAS, special area plans provide communities with the opportunity to define the identity, function, organization, and character of their specific neighborhoods in accordance with the general planning framework provided by the neighborhood development plan or sustainable communities plan; and

 

     WHEREAS, an urban design plan is typically required as a condition of a zoning change approval for larger areas of land; and

 

     WHEREAS, an urban design plan provides a framework for site planning, land use, circulation, and infrastructure; and

 

     WHEREAS, many urban design plans are the result of collaborative community meetings, general community input, and research from various reports by task forces; and

 

     WHEREAS, the Wahiawa Urban Design Plan is based on multiple sources and forms of community-based contribution, including:

 

     (1)  Review of the Wahiawa Town Master Plan in 1994;

 

     (2)  Wahiawa's Central Oahu Development Plan revision program;

 

     (3)  Input from the first meeting of the task force convened in 1996 to design the Wahiawa Urban Design Plan; and

 

     (4)  Comments and input from task force members that had visited and explored the site; and

 

     WHEREAS, an urban design plan is primarily intended to balance the practical issues involved in development and redevelopment of an area with the over-arching goal of maintaining the area's unique identity; and

 

     WHEREAS, the model of urban plan design is malleable enough such that small rural town communities may create an urban plan that fulfills the needs of its residents while preserving and encouraging structural restoration of its historic identity; and

 

     WHEREAS, landscape designs coordinated with existing architectural themes provide a strong foundation for an urban design plan intended to powerfully reflect the historic identity of a rural town; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, that the City and County of Honolulu adopt building codes that preserve historic architecture; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, Mayor of the City and County of Honolulu, and Director of the Department of Planning and Permitting of the City and County of Honolulu.
