SENATE RESOLUTION
REQUESTING THE DEPARTMENT OF AGRICULTURE AND THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM TO DEVELOP A PROPOSED PLAN TO BUILD A STATE HEMP PROCESSING PLANT.
WHEREAS, Hawaii's agricultural industry historically produced profitable products, including pineapple and sugarcane, and strengthened the State's economy and shaped its future; and
WHEREAS, commercial hemp has the potential to lead to the revitalization of the State's agricultural industry; and
WHEREAS, the commercial hemp industry should be open to all farmers, large or small, that want to invest in hemp agriculture; and
WHEREAS, hemp requires processing before it is marketed; and
WHEREAS, hemp should be processed in the State in a manner that is independent from outside entities and industries; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that the Department of Agriculture and the Department of Business, Economic Development, and Tourism are requested to develop a proposed plan to build a state hemp processing plant; and
BE IT FURTHER RESOLVED that the Chairperson of the Board of Agriculture and Director of Business, Economic Development, and Tourism are requested to submit a joint report of the proposed plan, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Agriculture and Director of Business, Economic Development, and Tourism.
