SENATE CONCURRENT
RESOLUTION
requesting the department of transportation, in coordination with the department of transportation services of the city and county of honolulu, to install speed bumps and other traffic calming structures on ala aolani street in moanalua valley and other surrounding streets deemed appropriate to deter speeding.
WHEREAS, Moanalua Valley is a residential area that is home to several thousand residents and also includes a golf course, neighborhood park, popular hiking trail, and nearby entrance and exit to Interstate H-201; and
WHEREAS, Ala Aolani Street is the main roadway in the area that is utilized by pedestrians, bicyclists, and resident and visitor drivers; and
WHEREAS, many residents in the area have recently expressed concerns about speeding on Ala Aolani Street, which has a speed limit of twenty-five miles per hour; and
WHEREAS, the increase in speeding in the area has increased the risk of harm to drivers, passengers, bicyclists, and pedestrians on other roadways in the area such as Ala Hoku Place; and
WHEREAS, traffic calming is a method used to regulate speeding by managing the flow of traffic using physical designs and devices, including narrow lanes, speed bumps, speed tables, raised crosswalks and intersections, and roundabouts; and
WHEREAS, because traffic safety is of paramount importance to residents and visitors alike, implementation of more effective methods of regulating speeding and enforcing speed limits, including traffic calming systems, is necessary; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, that the Department of Transportation, in coordination with the Department of Transportation Services of the City and County of Honolulu, is requested to install speed bumps and other traffic calming structures on Ala Aolani Street in Moanalua Valley and other surrounding streets deemed appropriate to deter speeding; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation and Director of the Department of Transportation Services of the City and County of Honolulu.
