SENATE CONCURRENT

RESOLUTION

 

 

Requesting the hawaii community development authority to investigate the feasibility of selling and purchasing certain state-controlled real property in kakaako.

 

 


     WHEREAS, the Hawaii Community Development Authority (HCDA) was established to help determine community development programs; cooperate with private enterprise and federal, state, and county governments in implementing those community development plans; and increase affordable housing, parks, and public facilities in certain districts; and

 

     WHEREAS, HCDA has the authority under Chapter 206E, Hawaii Revised Statutes, to, among other things, sell state-controlled real property; and

 

     WHEREAS, under Chapter 171, Hawaii Revised Statutes, the sale of certain public lands requires the prior approval of the Legislature by concurrent resolution after a sale or exchange proposal is made and reviewed; and

 

     WHEREAS, under certain circumstances, HCDA may find it profitable or beneficial to the State to expedite a real property transaction; and

 

     WHEREAS, such a situation has arisen regarding property located with the Kakaako Community Development District, posing an opportunity for HCDA to sell and subsequently purchase land that may be used for affordable housing and other community services in the Kakaako Community Development District; and

 

     WHEREAS, a thorough review should first be completed to determine the feasibility of selling and purchasing the properties in question and a determination of the costs and benefits to the State; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the House of Representatives concurring, that HCDA is requested to determine and report on the feasibility of selling and purchasing certain properties located within the Kakaako Community Development District and a determination of the costs and benefits of the transactions to the State; and

 

     BE IT FURTHER RESOLVED that HCDA is requested to submit its report to the Legislature no later than twenty days prior to the convening of the 2011 Regular Session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Executive Director of the Hawaii Community Development Authority, Senate President, and Speaker of the House of Representatives.
