SENATE CONCURRENT

RESOLUTION

 

 

requesting the department of transportation to consult with the counties and consider, among other things, County community development plans when designing projects under the federal highway safety improvement program.

 

 


     WHEREAS, the counties of the State conduct corridor planning for county roads that intersect with state highways; and

 

     WHEREAS, the counties are responsible for designing, constructing, and maintaining county roads; and

 

     WHEREAS, the counties have independent planning processes, and the construction of private roads, driveways, and interconnections with county roads must meet county approval; and

 

     WHEREAS, the counties work with communities to develop community development plans that are approved at the county level and identify the communities' consensus on projected traffic flows and identify potential improvements to state and county roadways, thus necessitating an interactive process between the State and counties; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the House of Representatives concurring, that the Department of Transportation is requested to consult with the counties and take into consideration approved county development plans, community plans, and approved future developments when designing projects pursuant to the federal Highway Safety Improvement Program; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation; Mayor of Hawaii County; Mayor of Maui County; Mayor of the City and County of Honolulu; and Mayor of Kauai County.
