SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO CONDUCT A STUDY to determine various alternatives for the rehabilitation and renovation of the state capitol reflecting pool.

 

 


     WHEREAS, the State Capitol is listed on the Hawaii Register of Historic Places and on the National Register of Historic Places; and

 

     WHEREAS, the State Capitol building with its volcano symbolic motif is architecturally significant among all of the nation's state capitol buildings; and

 

     WHEREAS, the reflecting pool surrounding the State Capitol building continues to be a maintenance challenge attributable to inadequate water circulation, high saline content, inadequacy of the water proofing membrane, and the sheer surface area and volume of water; and

 

     WHEREAS, the Department of Accounting and General Services is charged under section 26-6(b)(6), Hawaii Revised Statutes, for the maintenance of all public buildings; and

 

     WHEREAS, the State Capitol Management Committee, established under section 6E-34.5, Hawaii Revised Statutes, has oversight and management responsibility for the State Capitol reflecting pool; and

 

     WHEREAS, since 2003, the Department of Accounting and General Services has annually requested, but has not yet received, adequate funding for construction relating to a redesign of the State Capitol reflecting pool; and

 

     WHEREAS, the Department of Accounting and General Services has completed two condition assessments and issued two requests for information to identify current methodologies for interim water treatment to continue to maintain the State Capitol reflecting pool without major renovation; and

 

     WHEREAS, water treatment methods identified as viable have not been successful at providing a visually acceptable solution; and

 

     WHEREAS, the Department of Accounting and General Services currently expends approximately $100,000 annually for the physical maintenance of the State Capitol reflecting pool; and

 

     WHEREAS, the State Capitol reflecting pool continues to leak into the occupied spaces beneath, causing water infiltration and structural damage; and

 

     WHEREAS, the current budget estimate for full design and construction of the State Capitol reflecting pool is $1,200,000 for design and $14,000,000 for construction; and

 

     WHEREAS, innovative and alternative solutions may identify more feasible, sustainable renovation methods than previously considered; and

 

     WHEREAS, the University of Hawaii School of Architecture and the Hawaii State Council of the American Institute of Architects may be able to assist in formulating plans for innovative and alternative solutions; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that the Department of Accounting and General Services is requested to conduct a study to determine various alternatives for the rehabilitation and renovation of the State Capitol reflecting pool; and

 

     BE IT FURTHER RESOLVED that the study:

 

(1)  Include alternative solutions to address repair of existing damage to the State Capitol reflecting pool, restoration of the pool and related damaged or non-functional building elements, waterproofing to prevent water infiltration into the occupied spaces and basement parking, and reduction of water volume and consumption;

 

(2)  Conform to the Secretary of the Interior's standards for the rehabilitation of historic places;

 

(3)  Provide ways to constrain costs so that costs do not exceed the budget estimates; and

 

(4)  Include any additional solutions; provided that additional solutions are a product of collaboration with the State Historic Preservation Division of the Department of Land and Natural Resources, University of Hawaii School of Architecture, Hawaii State Council of the American Institute of Architects, and Department of Accounting and General Services; and

 

     BE IT FURTHER RESOLVED that upon completion of the study, the Department of Accounting and General Services is requested to submit the study to the Legislature for comment and approval; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Comptroller, Administrator of the State Historic Preservation Division of the Department of Land and Natural Resources, Chairperson of the State Capitol Management Committee, Dean of the University of Hawaii School of Architecture, and President of the Hawaii State Council of the American Institute of Architects.
