SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE FORMATION OF A TASK FORCE TO STUDY THE ISSUE OF RESIDENTIAL AUTOMATIC FIRE SPRINKLER SYSTEM COSTS FOR NEW ONE- AND TWO-FAMILY DWELLINGS.

 

 

 

     WHEREAS, fire departments nation-wide responded to more than fifty thousand home structure fires in 2015, resulting in more than two thousand five hundred fatalities, eleven thousand injuries, and over $7,000,000,000 in direct damages; and

 

     WHEREAS, eighty-five per cent of all United States fire deaths occur in the home with those at greatest risk being adults over sixty-five years of age, children under five years of age, and people with disabilities; and

 

     WHEREAS, in the City and County of Honolulu alone, there were one thousand sixty-eight structure fires from 2006 to 2015 resulting in twenty-seven civilian deaths, one hundred fifty-two civilian injuries, and over $100,000,000 in direct damages; and

 

     WHEREAS, automatic fire sprinklers have been in service for over one hundred fifty years with great success in saving lives, protecting property, and preserving natural resources; and

 

     WHEREAS, automatic fire sprinklers operate effectively over eighty-five per cent of the time, thereby reducing civilian deaths by eighty-three per cent, civilian fire injuries by fifty-three per cent, firefighter injuries by sixty-five per cent, and property damage by sixty-nine per cent; and

 

     WHEREAS, greenhouse gas emissions were reduced by ninety-seven per cent, water usage was reduced between fifty to ninety per cent, and waste water pollutants were reduced; and

 

     WHEREAS, every edition from 2009 to 2015 of the International Building Code and National Fire Protection Association 5000:  Building Construction and Safety Code mandates fire sprinklers in new one- and two- family dwelling construction; and

 

     WHEREAS, the costs may vary from county to county; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the House of Representatives concurring, that various stakeholders are requested to convene a task force to study the costs of installing automatic fire sprinkler systems in new one- and two-family dwellings; and

 

     BE IT FURTHER RESOLVED that the task force shall comprise:

 

(1)  The Chairperson of the Senate Committee on Public Safety, Intergovernmental, and Military Affairs, or the Chairperson's designee;

 

(2)  The Chairperson of the House Committee on Public Safety, or the Chairperson's designee;

 

(3)  A representative from the Hawaii Insurance Division of the Department of Commerce and Consumer Affairs;

 

(4)  The Director of each county building department in the State, or each Director's designee;

 

(5)  The Director of each county water department in the State, or each Director's designee;

 

(6)  A representative from the State Fire Council, or the Chair's designee;

 

(7)  A representative from the Building Industry Association of Hawaii;

 

(8)  A representative from the General Contractors Association of Hawaii;

 

(9)  A representative from Honolulu Chapter of the American Institute of Architects;

 

(10) A representative from the Plumbing and Mechanical Contractors Association of Hawaii; and

 

(11) A representative from the Hawaii Chapter of the Society of Fire Protection Engineers; and

 

     BE IT FURTHER RESOLVED that the task force select a chairperson from among its members; and

 

     BE IT FURTHER RESOLVED that the task force is requested to conduct a comparative analysis of the varying county costs for materials, labor, permits, and other related fees to install automatic fire sprinklers in new one- and two-family dwellings; and

 

     BE IT FURTHER RESOLVED the task force is requested to provide a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Commerce and Consumer Affairs, Chair of the State Fire Council, Director of the Department of Planning and Permitting for the City and County of Honolulu, Director of the Department of Public Works for the County of Maui, Director of the Department of Public Works for the County of Hawaii, Director of the Department of Public Works for the County of Kauai, Manager-Chief Engineer of the Honolulu Board of Water Supply, Director of the Department of Water Supply for the County of Maui, Manager-Chief Engineer of the Department of Water Supply for the County of Hawaii, Manager-Chief Engineer of the Department of Water for the County of Kauai, President of the Building Industry Association of Hawaii, President of the General Contractors Association of Hawaii, President of the American Institute of Architects Honolulu Chapter, Executive Director of the Plumbing and Mechanical Contractors Association of Hawaii, and President of the Hawaii Chapter of the Society of Fire Protection Engineers.
