SENATE CONCURRENT

RESOLUTION

 

 

requesting each county to consider reducing the amount of motor vehicle registration taxes and fees imposed by the county.

 

 


     WHEREAS, the problem of derelict motor vehicles being abandoned on Hawaii's roads and highways has become an epidemic; and

 

     WHEREAS, annual motor vehicle registration taxes and fees can have a dire impact on those residents who are unable to pay the taxes and fees; and

 

     WHEREAS, the increased cost of motor vehicle registration taxes and fees has led to an increased rate of the abandonment of motor vehicles in the State; and

 

     WHEREAS, section 286-51, Hawaii Revised Statutes, establishes the highway beautification and disposal of abandoned or derelict vehicles revolving fund, into which is deposited additional motor vehicle registration fees established by the counties to be used for highway beautification and to defray the costs of abandoned or derelict vehicle disposal; and

 

     WHEREAS, there appears to be a surplus in the highway beautification and disposal of abandoned or derelict vehicles revolving fund; and

 

     WHEREAS, a fifty percent reduction in motor vehicle registration taxes and fees may help to reduce the rate of motor vehicle abandonment and unregistered motor vehicle use in the State; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that each county is requested to consider reducing the amount of motor vehicle registration taxes and fees imposed by the county; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of each county and Chair of each county council.
