SENATE CONCURRENT
RESOLUTION
REQUESTING THE DEPARTMENT OF EDUCATION TO MAKE NO FURTHER BUDGET CUTS TO STUDENT ACTIVITies PROGRAMS IN PUBLIC SCHOOLS.
WHEREAS, one student-oriented priority listed in the Department of Education's 2008-2011 strategic plan is guiding each student's growth as an informed and concerned citizen who actively contributes to the well-being of others, society, and the environment; and
WHEREAS, Board of Education Policy No. 2120 requires all schools to establish a student activities program "as an integral part of curriculum, providing personal, social, and democratic governance applications and experiences appropriate to the maturity, needs, and interests of students"; and
WHEREAS, despite the misperception that student activities programs are limited to mostly social functions, student activities programs encompass activities relating to awareness, communication, finance, interschool activities, leadership, services, and student government as well; and
WHEREAS, students often discover their passions and future careers outside of standard classroom instruction, through experiences such as cultural exchanges, participation in extracurricular clubs and conferences, and leadership opportunities; and
WHEREAS, many current members of the House of Representatives and the Senate have participated in student activities programs, such as student government, in high school or college that have helped them attain their careers and accomplishments; and
WHEREAS, many student activities programs currently operate with already minimal resources, including outdated or damaged equipment, and further cuts would cripple students' abilities to meaningfully participate in and develop their interests and skills through student activities programs; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Department of Education is requested to make no further cuts to student activities programs in public schools; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Superintendent of Education and the Chairperson of the Board of Education.
