SENATE CONCURRENT
RESOLUTION
URGING THE EXECUTIVE AND LEGISLATIVE BRANCHES OF THE STATE OF HAWAII TO PROMOTE AND REALIZE THE VISION AND FULL POTENTIAL OF THE GLOBAL ALLIANCE FOR INTERNATIONAL COLLABORATION IN SPACE INITIATIVE AND EXPLORE WAYS TO PROVIDE STATE ADMINISTRATIVE AND FUNDING SUPPORT FOR THE INITIATIVE, IN CONSULTATION WITH THE HAWAII SPACE INDUSTRY INNOVATION PROGRAM AND GOVERNOR ARIYOSHI FOUNDATION.
WHEREAS, humanity is now embarking on a new era of space enterprise, with both public and private research and development institutions worldwide exploring innovative approaches to advance space science, exploration, and development; and
WHEREAS, leveraging these innovations, space-faring nations are working to expand and diversify their space-related activities, while non space-faring countries will also benefit from pioneering technologies emerging through this revolution - enabling pathways for all of humanity to engage on the frontiers of space; and
WHEREAS, over the past half century, Hawaii has played an instrumental and inspiring role enabling humankind's exploration of the Cosmos – from the training of Apollo astronauts that pioneered manned missions to the Earth's Moon, to the development of world-class telescopes that are rapidly expanding our knowledge of and insights into the Cosmos; and
WHEREAS, Hawaii's strategic mid-Pacific near-equatorial location,
Moon and Mars-like terrain, resident scientific and engineering expertise, and
long-standing ties with the National Aeronautics and Space Administration
(NASA), the Japanese Aerospace Exploration Agency (JAXA), the European Space
Agency (ESA), and other leading space research and development programs
worldwide, afford strategic assets and capabilities that can be further
leveraged to help realize humankind's full potential in space, as well as
enable our State to expand its role as a major contributor to and beneficiary
of global space initiatives; and
WHEREAS, recognizing this potential, a team of visionary space professionals, coordinated through the Governor Ariyoshi Foundation's Hawaii Space Industry Innovation Program (HiSPACE), is now exploring creative ways to engage with government agencies, scientific institutions, universities, commercial space ventures, and space organizations worldwide - leveraging Hawaii's strategic space assets and capabilities in promoting public-private partnerships and international alliances that can help reduce the costs, enhance the benefits, and accelerate timetables for future space exploration and development; and
WHEREAS, known as the Global Alliance for International Collaboration in Space (GALIX), this initiative will both inspire and promote innovative approaches to space enterprise, exploring multiple opportunities to expand and diversify space education, training, and research that could advance space missions (robotic and human) to the Moon, Mars, and other solar system bodies, as well as enrich and help sustain human civilizations on Earth; and
WHEREAS, the multiple value-added opportunities promoted through the GALIX initiative program include, but will not be limited to, innovative space education activities, diverse space training initiatives, and pioneering space research and development to both promote and enable collaborative space enterprise that ultimately will engage and directly benefit all of humankind; and
WHEREAS, GALIX goals and operational objectives will be
developed by an international steering committee over the coming months, and
will be designed to explore and promote new types of cooperative space ventures
and related financing, as well as innovative organizational models and international
alliances, that can help expand and diversify humankind's exploration of and
development in space; and
WHEREAS, GALIX will seek to promote its multiple goals and operational objectives through memoranda of understanding with key space institutions and organizations, publications in key space journals, discussions during space webinars with the global space community, and presentations through online media; and
WHEREAS, progress toward achieving these goals will be measured by the breadth and diversity of GALIX initiatives, the number and diversity of organizations and institutions engaged in this enterprise, and the extent and long-term sustainability of public-private partnerships and multinational alliances launched to enable and promote GALIX initiatives; and
WHEREAS, GALIX will be reaching out to a broad range of institutions
and programs to engage with this alliance, including space agencies and
councils, space associations and societies, international space organizations
and relevant U.N. offices and agencies, universities and research institutes
with space interests, space corporations, space-related foundations and
organizations, and space media; and
WHEREAS, these partnerships will build upon and promote collaboration with and support for ongoing space enterprise statewide - including but not limited to the Hawaii Space Industry Innovation Program (HiSPACE), the Hawaii Space Exploration Analog and Simulation (HI-SEAS) Program, the Pacific International Space Center for Exploration Systems (PISCES), the Hawaii Space Flight Laboratory (HSFL), the Institute for Astronomy (IfA), the Blue Planet Foundation (BPF), and the International MoonBase Alliance (IMA); now, therefore,
BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that the executive and legislative branches of the State of Hawaii are urged to promote and realize the vision and full potential of the GALIX initiative and explore ways to provide state administrative and funding support for the initiative, in consultation with the HiSPACE Advisory Team and Governor Ariyoshi Foundation; and
BE IT FURTHER RESOLVED that the Governor Ariyoshi Foundation is commended for its sustained vision and leadership in supporting space research and exploration through HiSPACE and endorsing this program's ongoing efforts to establish GALIX, headquartered in Hawaii, as a multinational coalition to both expand and diversify space ventures for all humankind, thereby enhancing Hawaii's pioneering role on the frontiers of space; and
BE IT FURTHER RESOLVED that the Legislature acknowledges and wishes to help advance the strategic role Hawaii can play and significant benefits our State can realize in pursuing the substantial scientific, educational, and economic opportunities afforded through space research, exploration, and development; and
BE IT FURTHER RESOLVED that the Global Alliance for International Collaboration in Space (GALIX), established through the Hawaii Space Industry Innovation Program (HiSPACE) of the Governor Ariyoshi Foundation and engaging aerospace professionals from around the world, has tremendous potential to advance both public-private partnerships and international alliances that can expand and diversify humankind's exploration of the Cosmos, and in so doing strengthen Hawaii's pioneering and leadership role in space enterprise; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution shall be transmitted to the Governor; Lieutenant Governor; Director of the Department of Business, Economic Development, and Tourism; President of the University of Hawaii; Adjutant General; Commander of the United States Indo-Pacific Command; Commander of the United States Pacific Fleet; Commander of the Pacific Air Forces; Commanding General of the United States Army Pacific; Commander of the United States Marine Corps Forces, Pacific; Administrator of the Federal Aviation Administration; and Administrator of the National Aeronautics and Space Administration.
