SENATE CONCURRENT
RESOLUTION
REQUESTING THE AUDITOR TO CONDUCT A SUNRISE REVIEW OF THE CERTIFICATION AND REGULATION OF COMMUNITY HEALTH WORKERS.
WHEREAS, S.B. No. 2882, introduced during the Regular Session of 2022, proposes the certification and regulation of community health workers; and
WHEREAS, persons who hold themselves out as community health workers are not presently required to be licensed, certified, registered, or otherwise regulated by the State; and
WHEREAS, community health workers play unique and important roles, especially in rural communities, and serve as community health advisors, health advocates, outreach educators, community health representatives, and peer health educators; and
WHEREAS, community health workers may also offer translation services, culturally relevant health education, or provide counseling and guidance to help improve access to health care services; and
WHEREAS, increasing the number of community health workers and standardizing their qualifications and required training will help rural communities receive access to adequate, timely, and life-saving health care services; and
WHEREAS, establishing certification for community health workers will also enable their services to be reimbursable under private and public health insurance plans; and
BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the Auditor is requested to conduct a sunrise review of the certification and regulation of community health workers as proposed by S.B. No. 2882, Regular Session of 2022; and
BE IT FURTHER RESOLVED that the Auditor, in conducting the sunrise review, is further requested to solicit and incorporate input from current community health workers in the State and consider the potential cost burdens to community health workers resulting from the certification and regulation of community health workers as proposed by S.B. No. 2882; and
BE IT FURTHER RESOLVED that the Auditor is further requested to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and Director of Commerce and Consumer Affairs.
