SENATE CONCURRENT

RESOLUTION

 

 

URGING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM, IN CONSULTATION WITH THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY, TO PARTNER WITH THE UNITED STATES DEPARTMENT OF ENERGY TO ESTABLISH AN OFFICE OF SCIENCE NATIONAL LABORATORY IN THE KALAELOA COMMUNITY DEVELOPMENT DISTRICT.

 

 


     WHEREAS, Hawaii is leading efforts in renewable energy technology and became the first state to mandate a move to one hundred percent renewable energy by enacting Act 97, Session Laws of Hawaii 2015, which requires Hawaii to have a one hundred percent renewable energy portfolio by 2045; and

 

     WHEREAS, the State is on track to reach its goal of one hundred percent renewable energy by 2045, or earlier, and has already partnered with the United States Department of Energy toward this goal; and

 

     WHEREAS, the United States Department of Energy oversees seventeen national laboratories for the purpose of advancing science and technology to fulfill the Department's mission; and

 

     WHEREAS, national laboratories have served as the leading institutions for scientific innovation in the United States for more than seventy years; and

 

     WHEREAS, sixteen of the seventeen national laboratories are federally funded research and development centers that are administered, managed, operated, and staffed by private-sector organizations under a management and operating contract with the Department of Energy; and

 

     WHEREAS, despite being a leader in renewable energy, Hawaii does not have an Office of Science National Laboratory; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the House of Representatives concurring, that the Department of Business, Economic Development, and Tourism, in consultation with the Hawaii Community Development Authority, is urged to partner with the United States Department of Energy to establish an Office of Science National Laboratory in the Kalaeloa community development district established pursuant to section 206E-193, Hawaii Revised Statutes; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism, in consultation with the Hawaii Community Development Authority, identify lands that can be transferred to the United States Department of Energy for the purpose of establishing an Office of Science National Laboratory in the Kalaeloa community development district; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism, in consultation with the Hawaii Community Development Authority, submit a report of its progress, challenges, and resource needs in pursuit of establishing an Office of Science National Laboratory to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the United States Secretary of Energy, Director of Business, Economic Development, and Tourism, and Executive Director of the Hawaii Community Development Authority.
