SENATE CONCURRENT
RESOLUTION
ENCOURAGING THE STATE'S COLLABORATION WITH SISTER-STATES ON GLOBAL ENVIRONMENTAL LEADERSHIP.
WHEREAS, subnational governments such as Hawaii are leading the way on environmental issues such as pollution, conservation, and climate change, and adopting policies that are far more aggressive than those at the federal or national levels, which are often tempered or prevented by international politics; and
WHEREAS, the State is committed to the Under2 Coalition Memorandum of Understanding, the United States Climate Alliance, and the Paris Agreement; and
WHEREAS, the Legislature passed Act 97, Session Laws of 2015, which set a goal for the State to achieve one hundred percent renewable energy by 2045; and
WHEREAS, the Legislature passed Act 15, Session Laws of Hawaii 2018, which established a zero emissions clean economy target, sequestering more carbon emissions than produced annually by 2045; and
WHEREAS, the Legislature passed Senate Concurrent Resolution No. 69, Regular Session of 2014, which endorses and supports the Aloha+ Challenge; and
WHEREAS, countless other subnational governments are working toward adopting similar goals and building clean economies that will catalyze innovation, create new jobs, and provide new opportunities for clean investment; and
WHEREAS, global cooperation on environmental and climate issues has strengthened, with nations and subnational governments convening regularly to forge agreements, trade best practices, and develop clean economic policies at opportunities such as the United Nations Conference of the Parties; and
WHEREAS, Hawaii has been committed to achieving sustainable development goals and is a member of the Local2030 Islands Network; and
WHEREAS, Hawaii stands to benefit from global meetings by learning about innovative solutions for climate change, building a clean economy, and expanding environmental protections and opportunities for the investment and creation of new jobs; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, that this body encourages the State's collaboration with Sister-States on global environmental leadership; and
BE IT FURTHER RESOLVED that as a national leader on environmental protection and climate change in the United States, the State should engage in work with other subnational and national governments on environmental and climate change issues at global convenings such as the United Nations Conference of the Parties and other similar opportunities for collaboration; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and Director of Business, Economic Development, and Tourism.
