SENATE CONCURRENT

RESOLUTION

 

 

requesting the department of transportation to involve government and stakeholders at all levels in a comprehensive and cooperative process to develop the statewide transportation plan.

 

 


     WHEREAS, the mission of the Department of Transportation is to provide a safe, efficient, accessible, and sustainable inter-modal transportation system that ensures the mobility of people and goods, and enhances and preserves economic prosperity and the quality of life; and

 

     WHEREAS, the Department of Transportation is responsible for the planning, design, construction, operation, and maintenance of state facilities across all modes of transportation, including air, water, and land; and

 

     WHEREAS, the Department of Transportation continuously coordinates with other state, county, and federal agencies and programs to develop and maintain a multi-modal and inter-modal transportation system; and

 

     WHEREAS, the Department of Transportation has three Divisions -- Airports, Harbors, and Highways -- that provide, operate, and maintain eleven commercial service airports, four general aviation airports, ten active commercial harbors, and more than nine hundred eighty centerline miles of highway; and

 

     WHEREAS, Chapter 279A of the Hawaii Revised Statutes establishes requirements for the development of a new statewide transportation plan; and

 

WHEREAS, federal regulations require a continuing, cooperative, and comprehensive statewide transportation planning process; and

 

     WHEREAS, the Department of Transportation's most recent plan, titled Hawaii Statewide Transportation Plan:  Hawaii's Multi-modal and Inter-modal Network, was completed in 2011, a decade ago; and

 

     WHEREAS, the Department of Transportation is currently conducting an update of the Hawaii Statewide Transportation Plan that includes an assessment of historic and existing conditions and emerging trends; and

 

WHEREAS, this update is expected to shape the State's transportation future; establish new statewide transportation planning goals and objectives that define the ideal future transportation system, based on the priorities of the people of the State; and recommend strategies and approaches for the advancement of Hawaii's transportation goals; and

 

WHEREAS, it is in the best interest of the people of the State to support the update of the Hawaii Statewide Transportation Plan; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that the Department of Transportation is requested to involve government and stakeholders at all levels in a comprehensive and cooperative process to develop the statewide transportation plan; and

 

     BE IT FURTHER RESOLVED that the statewide transportation plan be designed to achieve the following objectives:

 

     (1)  Provide an overarching policy framework and statewide priorities for transportation planning and act as an umbrella to inform the Department of Transportation modal plans, as well as transportation plans developed by the Oahu Metropolitan Planning Organization, Maui Metropolitan Planning Organization, and the county governments;

 

     (2)  Incorporate research, policies, strategies, and findings of the Department of Transportation modal plans and other transportation plans;

     (3)  Develop statewide transportation planning goals and objectives, as well as implementation strategies and recommendations to accomplish those goals; and

 

     (4)  Recommend progress indicators to be instituted by the Department of Transportation to ensure efficient and cost-effective implementation of the statewide transportation plan; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Attorney General; Director of Transportation; and respective Mayors of the City and County of Honolulu and counties of Hawaii, Kauai, and Maui.
