SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE NATIONAL DISASTER PREPAREDNESS TRAINING CENTER AT THE UNIVERSITY OF HAWAII AT MANOA TO Prepare a report ON THE CIVIL DEFENSE PREPAREDNESS RESPONSE TO THE FEBRUARY, 2010 TSUNAMI THREAT.

 

 


     WHEREAS, due to Hawaii's unique geographic location in the Pacific Ocean, the State of Hawaii is at risk from tsunamis caused by both distant or local teleseismic sources; and

 

     WHEREAS, on February 27, 2010, a tsunami warning was issued for the State of Hawaii; and

 

     WHEREAS, in the event of a disaster, the role of the Hawaii State Civil Defense Division is to direct and coordinate the development and administration of the State's emergency preparedness and response program to ensure prompt and effective action whenever a natural or man-caused disaster threatens or occurs anywhere in the State; and

 

     WHEREAS, the National Disaster Preparedness Training Center at the University of Hawaii at Manoa develops and delivers disaster preparedness training to government, private, and non-profit entities that incorporates urban planning with an emphasis on community preparedness; and

 

     WHEREAS, a study to evaluate the Hawaii State Civil Defense Division's coordinated response to the February, 2010 tsunami threat will help improve the State's future emergency disaster preparedness plan which includes the identification of hazards and hazard impact zones, disaster mitigation policies, requirements, incentives, and best responses; and

 

     WHEREAS, a study to evaluate the Hawaii State Civil Defense Division's response to the February, 2010 tsunami threat would provide added insight on ways to notify, prepare, and where necessary, evacuate residents and save countless lives; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the National Disaster Preparedness Training Center at the University of Hawaii at Manoa is requested to conduct a study on the Hawaii Civil Defense Division's response to the February, 2010 tsunami threat; and

 

     BE IT FURTHER RESOLVED that, in its report, the National Disaster Preparedness Training Center is requested to:

 

     (1)  Review and cite the percentage of operating emergency sirens that properly alerted residents to the tsunami threat;

 

     (2)  Review the availability and ease of access to updated information on the tsunami threat and shelter information that was provided to the public;

 

     (3)  Evaluate the effectiveness of the evacuation procedures, road closures, transportation of evacuees to safe areas, available emergency personnel, and supplies;

 

     (4)  Evaluate the public utilities' responses to the tsunami warning for utility and sewage treatment plants in low-lying areas;

 

     (5)  Review the development, coordination and execution by local and state authorities of emergency response plans and other activities in preparation for the tsunami; and

 

     (6)  Consider any other relevant issues that may be important in improving the State's emergency and disaster preparedness response to future disasters in a manner that will minimize costs and protect the interests of state residents and visitors, their possessions, and pets, including plans to ensure the reliability of communication networks and power supplies for major state airports, health care facilities, disaster shelters, and other essential services; and

 

     BE IT FURTHER RESOLVED that the National Disaster Preparedness Training Center is requested to submit its findings and recommendations, including any recommended legislation, to the Legislature, not later than twenty days prior to the convening of the Regular Session of 2011; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Adjutant General, the Director of the Civil Defense Division, and the Director of the National Disaster Preparedness Training Center at the University of Hawaii at Manoa.
