SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF EDUCATION TO COMPILE AND SUMMARIZE THE RESULTS OF ALL STUDIES CONDUCTED ON WASTE REDUCTION IN HAWAII'S PUBLIC SCHOOLS AND PROPOSE STRATEGIES, GOALS, AND BENCHMARKS FOR REDUCING WASTE IN HAWAII'S PUBLIC SCHOOLS.

 

 


     WHEREAS, the Waimanalo Gulch Landfill accepts three thousand tons of municipal waste and one hundred thousand tons of ash from the H-Power Plant annually; and

 

     WHEREAS, the Land Use Commission has ordered the City and County of Honolulu to identify a new municipal solid waste landfill site by 2012; and

 

     WHEREAS, as of July 2012, the Waimanalo Gulch Landfill must stop accepting municipal solid waste; and

 

     WHEREAS, the recent storms that resulted in the temporary closure of the Waimanalo Gulch Landfill emphasize the need to reduce the amount of waste that goes into the landfill; and

 

     WHEREAS, if waste is not reduced, the Waimanalo Gulch Landfill will fill to capacity, forcing the opening of a new landfill, for which there is limited space, or the shipping of waste to the Mainland, the cost of which will be passed on to taxpayers; and

 

     WHEREAS, creating awareness of landfill issues begins with educating individuals from a young age about long-term habits that can benefit the environment, and establishing habits such as recycling or reusing materials; and

 

     WHEREAS, reducing municipal solid waste can be achieved through the education of students and the implementation of waste-reduction practices in the public schools; and

 

     WHEREAS, creating a green school is feasible using models such as Ewa Makai Middle School, which is a Leadership in Energy and Environmental Design-certified school that is implementing green practices to reduce its impact on the environment; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the House of Representatives concurring, that the Department of Education is requested to:

 

     (1)  Compile and summarize the results of all studies conducted on waste reduction in Hawaii's public schools; and

 

     (2)  Propose strategies, goals, and benchmarks for reducing waste in Hawaii's public schools; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to report its findings to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education and Superintendent of Education.
