SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE LEGISLATIVE REFERENCE BUREAU TO WORK WITH THE OFFICE OF THE GOVERNOR AND BOARDS AND COMMISSIONS OFFICE TO OBTAIN THE INFORMATION NECESSARY TO CREATE AND MAINTAIN A COMPREHENSIVE LIST OF ALL STATE BOARDS AND COMMISSIONS.

 

 

 


     WHEREAS, state boards and commissions provide an opportunity for a cross-section of Hawaii's residents to offer vital input and provide a means of influencing decisions that shape the quality of life for the residents of Hawaii; and

 

     WHEREAS, the Governor nominates and appoints more than one hundred and seventy boards and commissions established by the State of Hawaii Constitution, state statutes, and executive orders; and

 

     WHEREAS, the term for most boards and commissions is four years, but terms can vary for different boards and commissions; and

 

     WHEREAS, it is imperative that members of boards and commissions are appropriately and timely nominated and appointed in order for the boards and commissions to meet and conduct business; and

 

     WHEREAS, due to the turnover in the Executive Branch administrations, important board and commission information is often lost, inaccurate, or unable to be verified due to the lack of a central database, and it is imperative that a separate agency create and maintain a comprehensive list of all state boards and commissions; and

 

     WHEREAS, the Legislative Reference Bureau is a nonpartisan legislative service agency that provides a wide variety of services including but not limited to carrying out government reporting requirements; and

 

     WHEREAS, an accurate and comprehensive list of all state boards and commissions that is monitored and maintained by the Legislative Reference Bureau will ensure government accountability, transparency, and efficiency; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the House of Representatives concurring, that the Legislative Reference Bureau is requested to work with the Office of the Governor and Boards and Commissions Office to create and maintain a comprehensive list of all state boards and commissions; and

 

     BE IT FURTHER RESOLVED that the comprehensive list of state boards and commissions include but not be limited to:

 

     (1)  Appointing authority;

 

     (2)  Length of term;

 

     (3)  Date of appointment;

 

     (4)  Current vacancies;

 

     (5)  Enactment or adoption of new boards or commissions and its composition; and

 

     (6)  Statutory changes affecting a board's or commission's composition, quorum, or term limits; and

 

     BE IT FURTHER RESOLVED that the Office of the Governor and Boards and Commissions Office are requested to provide all information that is necessary for the Legislative Reference Bureau to create and maintain a comprehensive list of state boards and commissions and to make the comprehensive list publically available on the Internet; and

 

     BE IT FURTHER RESOLVED that each state department is requested to provide information regarding any board or commission administratively attached to the respective department that is necessary for the Legislative Reference Bureau to create and maintain the comprehensive list; and

 

     BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to report to the Legislature when a board or commission appointment is nearing the end of a term; board or commission vacancies; and statutory changes affecting a board's or commission's composition, quorum, or term limits; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Lieutenant Governor; Comptroller; Chairperson of the Board of Agriculture; Attorney General; Director of Finance; Director of Business, Economic Development, and Tourism; Director of Commerce and Consumer Affairs; Adjutant General; Superintendent of Education; Chairperson of the Hawaiian Homes Commission; Director of Health; Director of Human Resources Development; Director of Human Services; Director of Labor and Industrial Relations; Chairperson of the Board of Land and Natural Resources; Director of Public Safety; Director of Taxation; Director of Transportation; Chairperson of the Board of Regents of the University of Hawaii; Chief Information Officer of the Office of Information Management and Technology; Director of the Office of Information Practices; Director of Boards and Commissions; and Acting Director of the Legislative Reference Bureau; provided that each department head shall transmit a copy of this Concurrent Resolution to any board or commission administratively attached to the respective department.
