A BILL FOR AN ACT
RELATING TO THE UNIVERSITY OF HAWAII.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that as a matter of statewide concern and in accordance with the University of Hawaii's plans and objectives to be an indigenous-serving institution, the University of Hawaii at Manoa Native Hawaiian student services should be adequately staffed to support its over two thousand six hundred Hawaiian students. Native Hawaiian student services is supported by a federal grant that expires in 2019. If Native Hawaiian student services does not receive state funding, the program will not be adequately staffed in the future.
Native Hawaiian student services serves to prepare Hawaiian students to build upon a legacy of excellence, with creativity and confidence, in order to fulfill the kuleana of their time, thereby leading Hawaii into a thriving and life-affirming future. Native Hawaiian student services programs are designed to improve institutional access, student-faculty engagement, research, leadership, and student success, by fostering Hawaiian identities and cultivating Hawaiian scholarship. Three goals of this office include growing Hawaiian leaders, strengthening Hawaiian research, and empowering the lahui.
The purpose of this Act is to appropriate funds to support Native Hawaiian student services at the University of Hawaii at Manoa.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for Native Hawaiian student services at the University of Hawaii at Manoa; provided that the sums appropriated shall be expended as follows:
(1) $ for one full-time equivalent (1.0 FTE) Hawaiian student-faculty engagement specialist;
(2) $ for one full-time equivalent (1.0 FTE) research engagement and transfer specialist;
(3) $ for two full-time equivalent (2.0 FTE) program support assistants; and
(4) $ for additional program support and services;
provided further that the sums listed in paragraphs (1) to (3) shall include salaries and fringe benefits.
The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2050.
