A BILL FOR AN ACT
RELATING TO STREAMLINING PERMIT, LICENSE, AND APPROVAL APPLICATION PROCESSING.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Senate Concurrent Resolution No. 132, S.D. 1 (2009), established a task force to determine the economic contributions of the construction industry in Hawaii and to develop a series of proposals for state actions to preserve and create new jobs in the local construction industry.
In addition, in 2010, the senate committee on economic development and technology and the house committee on economic revitalization, business, and military affairs convened an informal small business discussion group to address the most critical issues facing the small business sectors within Hawaii's economy.
The purpose of this Act is to support the findings of the small business working group and the recommendations proposed by the construction industry task force, and to begin a process for the resolution of the time currently required for the review process for permits, licenses, and approvals.
SECTION 2. (a) There is established a task force, to be attached to the department of land and natural resources for administrative purposes, to identify the problems and recommend specific solutions to streamline the permit, license, and application process.
(b) The task force members shall be appointed by the president of the senate and the speaker of the house of representatives and shall include representatives from the:
(1) Department of land and natural resources state historic preservation division;
(2) Department of health office of environmental quality control;
(3) Department of accounting and general services;
(4) Department of transportation;
(5) Senate;
(6) House of representatives;
(7) County agencies responsible for permits, licenses, and applications;
(8) Design, planning, and construction industry;
(9) Labor organizations representatives; and
(10) Other community stakeholders, as appropriate.
(c) The task force shall meet to identify the specific problems and issues related to the time required for permit, license, and application procedures and approvals, and recommend solutions to address the specific problems.
(d) The legislative reference bureau may provide assistance to the task force in the compilation and publication of the findings and recommendations of the task force.
(e) The task force shall submit its report to the legislature no later than twenty days prior to the convening of the regular session of 2012.
SECTION 3. This Act shall take effect on July 1, 2011.
