A BILL FOR AN ACT

 

 

relating to agriculture.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established an agricultural facilities task force to be placed in the office of planning and sustainable development. 

     (b)  The task force shall consist of the following members:

     (1)  The director of the office of planning and sustainable development, or the director's designee, who shall serve as the chairperson of the task force;

     (2)  The chairperson of the board of agriculture; or the chairperson's designee;

     (3)  The deputy director of the department of transportation, harbors division, or the deputy director's designee;

     (4)  The deputy director of the department of transportation, airports division, or the deputy director's designee;

     (5)  The director of business, economic development, and tourism, or the director's designee;

     (6)  The president of the Hawaii Farm Bureau, or the president's designee;

     (7)  The president of the Hawaii Cattlemen's Council, Inc., or the president's designee; and

     (8)  The president of the Hawaii Crop Improvement Association, or the president's designee.

     (c)  The task force shall:

     (1)  Create a master plan for agricultural facilities at ports of transportation for the purpose of moving commodities to market.  The agricultural facilities shall include slaughter and value-adding facilities and cold storage and value-adding facilities for plants; and

     (2)  Have the authority to seek the services of special advisors to provide data and research for the development of the master plan.

     (d)  The task force shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2024.

     (e)  The task force shall dissolve on December 31, 2025.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the establishment of a task force to create a master plan for agricultural facilities at ports of transportation for the purpose of moving commodities to market.

     The sums appropriated shall be expended by the office of planning and sustainable development for the purposes of this Act.

     SECTION 3.  This Act shall take effect upon its approval; provided that section 2 shall take effect on July 1, 2023.
