A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that education is the gateway to opportunity.  Reverend Dr. Martin Luther King, Jr. wrote on the purpose of education, "The function of education is to teach one to think intensively and to think critically.  Intelligence plus character – that is the true goal of education".  Education enables Hawaii's children to develop skills essential for life, learn social norms, develop judgment and reasoning, and discern right from wrong.  The legislature recognizes that, due to the importance of education, it is incumbent upon current generations to adequately fund the department of education to continue and fulfill its commitment to developing the academic achievement, character, and social-emotional wellbeing of Hawaii's students to their full potential.

     The legislature further finds that the proposed budget request will be used to maintain the operations of the public school system, promote health and safety, and advance the educational services provided by the department of education to address the academic, social, emotional, behavioral, and physical needs of Hawaii's students.  To achieve this goal, the department of education has identified high-leverage initiatives that will accelerate and move the department of education forward into the future and provide the best support for students.  These strategies include:  supporting vulnerable populations; ensuring students are workforce ready; strengthening secondary math supports; providing leadership development opportunities; aligning kindergarten to high school curriculum; supporting middle-level education; and bolstering teacher recruitment.

     Therefore, the purpose of this Act is to appropriate funds to the department of education to support wide-ranging initiatives for student success.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 which shall be expended as follows:

     (1)  Fiscal year 2023-2024:

          (A)  $          for EDN 100 School-Based Budgeting;

          (B)  $          for EDN 150 Special Education and Student Support Services;

          (C)  $          for EDN 200 Instructional Support;

          (D)  $          for EDN 300 State Administration; and

          (E)  $          for EDN 400 School Support.

     (2)  Fiscal year 2024-2025:

          (A)  $          for EDN 100 School-Based Budgeting;

          (B)  $          for EDN 150 Special Education and Student Support Services;

          (C)  $          for EDN 200 Instructional Support;

          (D)  $          for EDN 300 State Administration; and

          (E)  $          for EDN 400 School Support.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2023.
