A BILL FOR AN ACT

 

 

Making an appropriation to fund research to combat invasive plant species.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that many common landscape plant species have caused substantial damage to Hawaii's environment, economy, natural resources, and native ecosystem.  Alien plant species become invasive when their highly viable seeds spread throughout Hawaii's ecosystem.

     The legislature also finds that the University of Hawaii college of tropical agriculture and human resources has formulated new research designed to sterilize forms of invasive and potentially invasive ornamental plants.  Sterile forms of invasive species can be used safely in landscapes without the concern of seed spread.

     The purpose of this Act is to appropriate funds to the University of Hawaii college of tropical agriculture and human resources to research methods of sterilizing forms of invasive and potentially invasive ornamental plants commonly used in Hawaii landscapes.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $148,650 or so much thereof as may be necessary for fiscal year 2011-2012 and the same sum or so much thereof as may be necessary for fiscal year 2012-2013 for the University of Hawaii college of tropical agriculture and human resources to research methods of sterilizing invasive and potentially invasive ornamental plant species.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2011.
