A BILL FOR AN ACT
RELATING TO HEALTH.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that, per the report Hawaii 2025: State Plan on Alzheimer's Disease and Related Dementias, published in 2013 by the executive office on aging, Alzheimer's disease is the sixth leading cause of death in the United States and affects twenty-seven thousand Hawaii residents, a number that will increase by more than forty per cent by the year 2025. The legislature also finds that to help address this growing issue, Act 146, Session Laws of Hawaii 2018, designated the executive office on aging with the responsibility of coordinating and implementing the state plan on Alzheimer's disease and related dementias. However, despite making the executive office on aging the lead agency for coordinating aging and caregiver support services in the State, no funding was appropriated to the executive office on aging for a dedicated position to address that mandate.
The purpose of this Act is to make an appropriation to establish one full-time equivalent position in the executive office on aging to coordinate the provision of public and private Alzheimer's disease and related dementia services and update the state plan on Alzheimer's disease and related dementias.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the establishment of one full-time equivalent (1.00 FTE) program specialist IV position in the executive office on aging within the department of health to coordinate the provision of public and private Alzheimer's disease and related dementia services and update the state plan on Alzheimer's disease and related dementias.
The sums appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2019.
