A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE third SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $138,900,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the purpose of capital improvement projects for the third senatorial district, as follows:
1. Kona Judiciary Complex
A. Design, engineering, and construction
Total funding $90,000,000
2. West Hawaii Community College
A. Construction of new classroom complex
Total funding $20,000,000
3. Kona Community Hospital
A. Planning, demolition, renovations, and construction
Total funding $10,000,000
4. West Hawaii Community Health Center
A. Infrastructure and construction of clinic
Total funding $3,000,000
5. Konawaena High School
A. Track improvements and football field astroturf installation
Total funding $3,500,000
6. Kealakehe High School
A. New track and field improvement
Total funding $3,000,000
7. Bay Clinic Hilo
A. Land improvements
Total funding $3,000,000
8. Haukapila Street Traffic Light
A. Installation of traffic light
Total funding $1,500,000
9. Hawaii Island Humane Society
A. Design and construction of animal community center
Total funding $1,500,000
10. Kohala Hospital
A. Hospital grounds improvement, emergency room improvements
Total funding $1,000,000
11. Ka‘u Hospital
A. Grounds and drainage improvements
Total funding $1,000,000
12. West Hawaii Veterans Cemetery
A. Design and construction of well and visitors kiosk
Total funding $900,000
13. Puna Beach Park
A. Restroom renovation
Total funding $500,000
SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the appropriate expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2013.
