A BILL FOR AN ACT

 

 

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The Hawaii public housing authority was established by Act 180, Session Laws of Hawaii 2006.  Its mission is to provide Hawaii residents with affordable housing and shelter without discrimination, and it focuses on developing affordable rental and supportive housing, public housing, and the efficient and fair delivery of housing services to the people of Hawaii.

     During the first year of fiscal biennium 2015-2017, the Hawaii public housing authority is requesting thirty new full-time equivalent multi-skilled worker civil service positions to be primarily responsible for the repair and maintenance of low-income public housing properties through carpentry, electrical, and plumbing work.

     According to a memorandum received from the department of human resources development dated January 3, 2012, the board of electricians and plumbers determined that the building maintenance worker series class specifications should not include the ability to perform certain carpentry, electrical, and plumbing work.  However, with over $255,000,000 budgeted, and over $100,000,000 in construction contracts to improve the living conditions for our residents, these thirty multi-skilled worker positions are needed to address the future repair and maintenance of our low-income public housing properties.

     A flexible, multi-skilled workforce will allow the Hawaii public housing authority the ability to schedule and arrange staff in multiple areas of repair and maintenance that require increased manpower at any time and for any duration at our low-income public housing properties.  This allows the Hawaii public housing authority the ability to schedule and arrange the work of these multi-skilled workers to best suit the needs of the agency, maintain multiple low-income housing properties at a high level that would otherwise leave repair and maintenance idle, and focus on the living environment and safety needs of the residents at our low-income public housing properties.

     SECTION 2.  There are established thirty full-time equivalent (30.00 FTE) permanent multi-skilled worker civil service positions in the Hawaii public housing authority to assist and support public housing operations statewide.

     SECTION 3.  This Act shall take effect on July 1, 2015.
