A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the eleventh senatorial district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $2,500,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2018-2019 for the purpose of financing capital improvement projects for the eleventh senatorial district, as follows:

1.   Hokulani elementary school

      A.  Plans and design for a new classroom building; ground and site improvements; equipment and appurtenances.

          Plans                          $500,000

          Design                       $1,000,000

          Total funding                               $1,500,000

      B.  Plans and design for a campus and facilities master plan.

          Plans                          $125,000

          Design                         $125,000

          Total funding                                 $250,000

2.   Queen Kaahumanu elementary school

      A.  Construction for the repair and repaving of the parking lot on the Kinau street side of campus.

          Construction                   $100,000

          Total funding                                 $100,000

      B.  Design and construction for a new parking lot on the Piikoi street side of campus.

          Design                          $15,000

          Construction                   $135,000

          Total funding                                 $150,000

3.   Stevenson middle school

      A.  Plans and design for renovation of the bandroom and music program facility (building E).

          Plans                          $250,000

          Design                         $250,000

          Total funding                                 $500,000

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $760,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2018-2019 for the purpose of capital improvement projects for the eleventh senatorial district, as follows:

1.   Japanese Cultural Center of Hawaii

      A.  Construction for concrete spall repairs and exterior painting of the administration building and community services building.  The project qualifies as a grant pursuant to chapter 42F, Hawaii Revised Statutes.

          Construction                   $280,000

          Total funding                                 $280,000

2.   Papakolea Community Development Corporation

      A.  Plans, design, construction, and equipment for phase one of the Papakolea community park and center improvement project.  This project qualifies as a grant pursuant to chapter 42F, Hawaii Revised Statutes.

          Plans                           $75,000

          Design                         $168,000

          Construction                   $202,000

          Equipment                       $35,000

          Total funding                                 $480,000

     SECTION 3.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 4.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the department of education for the purposes of this Act.

     SECTION 5.  The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 6.  This Act shall take effect on July 1, 2018.
