A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE twenty-fourth SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $69,620,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2018-2019 for the purpose of capital improvement projects for the twenty-fourth senatorial district, as follows:

1.   Ahuimanu elementary school

     A.   Covered patio for indoor recess.

          Design                          $80,000

          Construction                   $160,000

          Equipment                       $50,000

          Total funding                                 $290,000

2.   Benjamin Parker elementary school

     A.   Auwai drainage improvements to prevent flooding and damage to neighboring properties, and ground and site improvements.

          Design                         $150,000

          Construction                   $250,000

          Total funding                                 $400,000

3.   James B. Castle high school

     A.   Widen driveway and necessary security upgrades, and ground and site improvements.

          Design                         $150,000

          Construction                   $250,000

          Total funding                                 $400,000

     B.   New multi-use building for athletics and instructional use, and ground and site improvements.

          Design                          $10,000

          Construction                $14,990,000

          Total funding                              $15,000,000

4.   Heeia elementary school

     A.   Security gate for building E, and ground and site improvements.

          Design                         $100,000

          Construction                   $160,000

          Total funding                                 $260,000

5.   Kaelepulu elementary school

     A.   Outdoor stage and lighting.

          Plans                            $5,000

          Design                          $15,000

          Construction                   $500,000

6.   Kailua high school

     A.   Performing arts and media presentation center.

          Design                       $2,030,000

          Construction                $22,394,000

7.   Kalaheo high school

     A.   Installation of an electronic key system for classrooms and computer labs.

          Total funding                                 $250,000

8.   Kaneohe elementary school

     A.   Net zero modular classroom.

          Construction                   $800,000

          Total funding                               $1,000,000

     B.   Extend lower parking lot, relocate basketball court, and other lot improvements.

          Total funding                                 $600,000

9.   Kapunahala elementary school

     A.   Portable classroom, and ground and site improvements.

          Construction                   $800,000

          Equipment                      $200,000

          Total funding                               $1,000,000

10.  Samuel Wilder King intermediate school

     A.   Construction of an all-weather track for athletic and sporting events.

          Total funding                                 $400,000

11.  Olomana school

     A.   Electrical upgrades for the day-school campus.

          Design                         $100,000

          Construction                 $1,400,000

          Total funding                               $1,500,000

12.  Windward community college

     A.   Repaint exterior of Hale Palanakila and Hale Imiloa, and repair gutters and downspouts to prevent further damage to the exterior of the buildings.

          Total funding                                 $250,000

     B.   Replace multiple pad mounted transformers at Hala Alakai, Hale Kuhina, Hale Palanakila, and the main parking lot that are damaged and corroding, and upgrades to lighting control systems to improve safety in main parking lot at night.

          Total funding                               $1,000,000

13.  Hawaii State veterans cemetery

     A.   Clean and repaint a water tank and piping, repair tank valves and water level and float system, and clean the roadway and surrounding area.

          Total funding                                 $220,000

14.  Hawaii State hospital

     A.   Design, construction, and installation of a security fence to surround the Hawaii State hospital campus.

          Total funding                              $17,000,000

15.  Kawainui marsh

     A.   Clean up environmental degradation and restore native wildlife habitat.

          Design                         $120,000

          Construction                 $1,560,000

          Total funding                               $1,680,000

     B.   Acquire lands to support conservation, traditional agriculture, historic sites, and recreational uses in Maunawili valley.

          Total funding                               $3,000,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:

     (1)  The sums appropriated in items 1 through 11 shall be expended by the department of education;

     (2)  The sums appropriated in item 12 shall be expended by the University of Hawaii system;

     (3)  The sum appropriated in item 13 shall be expended by the department of defense;

     (4)  The sum appropriated in item 14 shall be expended by the department of health; and

     (5)  The sums appropriated in item 15 shall be expended by the department of land and natural sources.

     SECTION 4.  This Act shall take effect on July 1, 2018.
