A BILL FOR AN ACT

 

 

RELATING TO ENERGY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established the joint legislative committee on energy security which shall be composed of the members of the following legislative committees:

     (1)  Senate standing committee on energy and environment;

     (2)  House of representatives standing committee on energy and environmental protection;

     (3)  Senate standing committee on water, land, and housing; and

     (4)  House of representatives standing committee on water, land, and ocean resources.

     (b)  The joint legislative committee on energy security shall clearly delineate the meaning of "energy security" to unify the efforts of state agencies, county agencies, and other stakeholders in developing energy security strategies, including the acquisition of sufficient energy to meet the agricultural, development, and population needs of the State and the provision of a reliable and sustainable energy system that is resilient to man-made, natural, and technical risks.  The joint legislative committee shall also establish benchmarks to track improvements in energy security.

     (c)  The members of the joint legislative committee on energy security shall elect co-chairpersons, one from the house of representatives and one from the senate, from among the members of the committee.  The co-chairpersons shall submit a report of the joint legislative committee's findings, recommendations, and any proposed legislation to the legislature not later than twenty days prior to the convening of the regular session of 2013.

     (d)  The joint legislative energy security committee shall cease to exist on June 30, 2013.

     SECTION 2.  This Act shall take effect upon its approval.
