A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE TWENTY-FIRST SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $62,957,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2010‑2011, for the purpose of capital improvement projects for the twenty-first senatorial district, as follows:

1.   Ka Waihona o Ka Naauao charter school

     A.   Construction of a two-story, eight-classroom building.

          Construction                $3,250,000

          Total funding                              $3,250,000

2.   Leihoku elementary school

     A.   Air conditioning for all classrooms.

          Plans                         $500,000

          Design                        $700,000

          Total funding                              $1,200,000

3.   Makaha elementary school

     A.   Installation of air curtains in doorways of school cafeteria.

          Construction                    $3,000

          Equipment                       $6,000

          Total funding                                  $9,000

4.   Nanakuli elementary school

     A.   Electrical upgrades, air conditioning, and landscaping fire hazard areas.

          Plans                         $500,000

          Design                        $700,000

          Total funding                              $1,200,000

5.   Nanakuli high and intermediate school

     A.   Plans and design for a new multi-media building.

          Plans                          $75,000

          Design                        $675,000

          Total funding                                $750,000

6.   Waianae elementary school

     A.   Design and construction of a new school administration building.

          Design                      $1,000,000

          Construction                $4,000,000

          Total funding                              $5,000,000

7.   Waianae intermediate school

     A.   Plans, design, construction, and equipment for the replacement of J building air conditioners.

          Plans                           $5,000

     B.   Upgrade street lights on main school driveway.

     C.   Construction and equipment to clean and clear out overgrown area on east side of campus.

8.   University of Hawaii West Oahu

     A.   Construction of West Oahu campus.

          Construction               $48,000,000

9.   Sidewalk widening of Farrington highway

     A.   Sidewalk widening of mauka side of Farrington highway from Piliokahi bridge to Haleakala avenue.

          Total funding                              $1,000,000

10.  Waianae Coast Comprehensive Health Center

     A.   Construction of primary care facilities at the main campus.

          Construction                $2,500,000

          Total funding                              $2,500,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2012, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 of this Act shall be expended by:

     (1)  The department of education in the case of items 1 to 7;

     (2)  The University of Hawaii, in the case of item 8;

     (3)  The department of transportation, in the case of item 9; and

     (4)  The department of human services, in the case of item 10.

     SECTION 4.  This Act shall take effect on July 1, 2010.
