A BILL FOR AN ACT
MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF TRANSPORTATION.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. This Act is recommended by the governor for immediate passage in accordance with section 9 of article VII of the Constitution of the State of Hawaii.
SECTION 2. The legislature finds that deer overpopulation in the county of Maui has led to a state of emergency. Approximately fifty thousand axis deer exist in the county of Maui and as many as five hundred threaten the safety of Kahului airport. Recent incidents where deer have entered onto the airport runway have made it necessary, in the interest of safety, that the State take immediate action to replace the airport fence and secure the perimeter of the airport.
Accordingly, the purpose of this Act is to make an emergency appropriation to replace the perimeter fence around Kahului airport. Without an emergency appropriation, axis deer may continue to enter onto the airport runway, creating a substantial safety risk to airport passengers and operators.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2021-2022 to construct a new perimeter fence at Kahului airport (OGG), in the county of Maui.
The sum appropriated shall be expended by the department of transportation for the purposes of this Act.
SECTION 4. This Act shall take effect on January 1, 2050.
