A BILL FOR AN ACT

 

 

relating to home ownership.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that approximately fifty-seven per cent of Hawaii residents own their homes, which is one of the lowest homeownership rates in the nation.  Hawaii has more obstacles than most states when it comes to purchasing a property.  Three state housing agencies, the Hawaii housing finance and development corporation, the Hawaii public housing authority, and the Hawaii community development authority, can provide people with information and services for housing.

     The legislature further finds that the Hawaii housing finance and development corporation is tasked with developing and financing low- and moderate-income housing projects and administering homeownership programs.  The Hawaii public housing authority is charged with managing federal and state public housing programs, including Section 8 and senior housing.  The Hawaii community development authority's function is to establish community development plans in community development districts, determine community development programs, and cooperate with private enterprise and the various components of federal, state, and county governments to bring community development plans to fruition.  These three agencies are located in different areas on Oahu.

     The legislature finds that in order to allow these agencies to better collaborate and work to more effectively and efficiently provide housing information and services to the people of Hawaii, the three agencies' offices should be located in one shared facility.

     The purpose of this Act is to relocate the Hawaii housing finance and development corporation, the Hawaii public housing authority, and the Hawaii community development authority to one shared facility and make appropriations to assist those agencies in their relocation.

     SECTION 2.  The Hawaii housing and development corporation, the Hawaii public housing authority, and the Hawaii community development authority shall be relocated to one shared existing facility to be mutually determined by those agencies.  The relocation shall be conducted in phases and shall be completed by July 1, 2022.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 to assist the Hawaii housing finance and development corporation in relocating from its current location to the shared facility as required by section 2 of this Act.

     The sum appropriated shall be expended by the Hawaii housing finance and development corporation for the purposes of this Act.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 to assist the Hawaii public housing authority in relocating from its current location to the shared facility as required by section 2 of this Act.

     The sum appropriated shall be expended by the Hawaii public housing authority for the purposes of this Act.

     SECTION 5.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 to assist the Hawaii community development authority in relocating from its current location to the shared facility as required by section 2 of this Act.

     The sum appropriated shall be expended by the Hawaii community development authority for the purposes of this Act.

     SECTION 6.  This Act shall take effect on July 1, 2020.
