A BILL FOR AN ACT

 

 

Relating to agricultural education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The legislature finds that to ensure the place of local agricultural products in Hawaii's markets there is a need for agricultural sustainability.  The legislature also finds that under the Hawaii State Planning Act, it is a declared policy of this State to, "[p]romote economically competitive activities that increase Hawaii's agricultural self-sufficiency" and "[i]ncrease the attractiveness and opportunities for an agricultural education and livelihood."  Accordingly, the purpose of this Act is to provide more opportunities for hands-on agricultural education and workforce development within the agricultural sector.

     SECTION 2.  The Hawaii Revised Statutes is amended by adding a new chapter to be appropriately designated and to read as follows:

"CHAPTER

HAWAII YOUTH AGRICULTURAL CORPS

     §  -1  Definitions.  As used in this chapter:

     "Department" means the department of agriculture.

     "Program" means the Hawaii youth agricultural corps program.

     "Youth" means high school and college students.

     §  -2  Hawaii youth agricultural corps program established.  The Hawaii youth agricultural corps program is established to encourage agricultural sustainability through opportunities for youth to gain hands-on agricultural education and workforce development in the agricultural sector.  The program shall be administered by the department and the department shall:

     (1)  Adopt rules and develop guidelines to administer the program;

     (2)  Publicize the program, particularly to maximize participation by youth, farms, and relevant organizations;

     (3)  Solicit and accept grants, donations, and appropriations from public and private sources for the purposes of this program;

     (4)  Define and determine the requirements for organizations that provide agricultural education and workforce development to receive funding, including subsidizing labor for farms interested in hosting program members;

     (5)  Encourage the development of hands-on agricultural education within the State; and

     (6)  Make a positive difference in the lives of youth and develop their potential for premier leadership, personal growth, and career success in the agricultural workforce through agricultural education.

     §  -3  Assistance.  The department of education, and other relevant organizations and agencies may assist the corps in performing its objectives.

     §  -4  Rules.  The department shall adopt rules to administer this chapter.  The rules shall be adopted pursuant to chapter 91."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2014-2015 for the Hawaii youth agricultural corps.

     The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 4.  This Act shall take effect upon its approval; provided that section 3 shall take effect on July 1, 2014.
