A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE third SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $60,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary, is appropriated for fiscal year 2012-2013, for the purpose of capital improvement projects for the third senatorial district, as follows:
1. Expansion and improvements for area hospitals and clinics.
A. Kona Hospital
Construct, renovate, and improve fire sprinkler system, emergency power heating and ventilation system (HVAC), elevator upgrades, facility master plan, roofs, emergency room expansion, traffic signal and intersection improvements, and additional parking.
Total funding $6,650,000
B. West Hawaii Community Health Center
Expansion of drug treatment room, pediatric dental and satellite clinic, and new facility for Waikoloa.
Total funding $2,000,000
C. Kohala Hospital
Air conditioning system upgrade and access road improvements.
Total funding $2,000,000
2. New Construction
A. Waikoloa Public Library
Plans, Design, and new construction.
Total funding $10,000,000
B. Laiopua 2020 – Phase one community center and medical clinic complex
Construction and installation of utility infrastructure, including sewer, roads, drainage, electrical conduits, and associated cost of developing private/public facilities.
Total funding $4,825,000
3. Harbor Improvements
A. Honokohau Harbor
Various improvements pertaining to drainage, parking, piers, and other facilities.
Total funding $1,500,000
4. West Hawaii Community College
A. Expansion, phases II and III building construction.
Total funding $11,000,000
5. New roads and road improvements
A. Waikoloa connector roads
Continued new construction and road improvements.
Total funding $20,000,000
6. Athletic facility improvements – district 3 high schools
A. Konawaena High School
Improvements to existing high school athletic facilities.
Total funding $500,000
B. Kealakehe High School
Improvements to existing high school athletic facilities.
Total funding $500,000
C. Kohala High School
Improvements to existing high school athletic facilities.
Total funding $500,000
7. Reconstruction of beach bathroom facilities
A. Hapuna Beach state park
Reconstruction of bathroom structure, associated plumbing, toilets, washing accommodations, and electrical outlets.
Total funding $525,000
SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items 1 and 7 shall be expended by the department of accounting and general services;
(2) The sums appropriated in items 2 and 6 shall be expended by the department of education;
(3) The sum appropriated in item 3 shall be expended by the department of land and natural resources;
(4) The sum appropriated in item 4 shall be expended by the University of Hawaii; and
(5) The sum appropriated in item 5 shall be expended by the department of transportation.
SECTION 4. This Act shall take effect on July 1, 2012.
