A BILL FOR AN ACT

 

 

RELATING TO STATE BUILDINGS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 107, Hawaii Revised Statutes, is amended by adding a new section to part II to be appropriately designated and to read as follows:

     "§107-    State buildings; energy efficiency.  (a)  The comptroller shall cause any state office building for which the department of accounting and general services is responsible, and that has air conditioning, to set the operating temperature to cost-efficient temperatures that are in accordance with the industry standard as published by the American Society of Heating, Refrigerating and Air Conditioning Engineers, Inc.

     (b)  This section shall not apply to the following:

     (1)  Storage facilities or units that require different temperatures for proper storage purposes;

     (2)  Facilities used for scientific purposes; and

     (3)  Facilities used for medical purposes."

     SECTION 2.  The comptroller of the department of accounting and general services shall submit a report of its findings and recommendations on suitable temperature ranges for achieving energy savings in the office buildings of the State for which it is responsible, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the Regular Session of 2021.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2020.

Requires the comptroller to cause any state building under its jurisdiction and with air conditioning to set the operating temperature at a temperature recommended by industry standards.  Provides exemptions for specific facilities.  (SD1)
