A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE TWENTY-FIFTH SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $11,827,256 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the twenty-fifth senatorial district, as follows:

1.   To be expended by the Department of Education:

     A.   Kaohao Public Charter School

          Cafeteria Construction        $5,450,000

          Total funding                               $5,450,000

     B.   Hawaii Kai Public Library

          Elevator - Upgrade             $465,950

          Fire Alarm Upgrade with

               Elevator                  $114,390

          Electrical System              $397,500

          Paint Interior                 $114,390

          Total funding                               $1,092,230

     C.   Kailua Public Library

          Electrical – Install Main

               Breaker                   $169,000

          PV Installation                $976,680

          Parking Repaving               $139,210

          Total funding                               $1,284,890

     D.   Waimanalo Public and School Library

          Ecm-1 Delamp Various Areas      $ 16,100

          Roof – Replace Shingle          $156,880

          Waste-Water Piping             $221,000

          Electrical System              $157,500

          Paint Interior                 $169,970

          Total funding                                 $721,450

     E.   Kaiser Complex Schools

          Design and construction for air conditioning, ground and site improvements, equipment and appurtenances for Kaiser Complex school classrooms.

               Two hundred and thirty-six total classrooms to be air conditioned, including sixty-seven for Kaiser High School, forty for Niu Valley Middle School, thirty-nine for Hahaione Elementary School, thirty-three for Aina Haina Elementary School, thirty for Koko Head Elementary School, and twenty-seven for Kamiloiki Elementary School.

              Kaiser High            $537,597

              Niu Valley Middle       $505,286

              Hahaione Elementary     $266,843

              Aina Haina Elementary   $414,159

              Koko Head Elementary    $347,270

              Kamiloiki Elementary    $364,476

          Construction Total             $2,435,631

          Total funding                               $3,278,686

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2020.
