A BILL FOR AN ACT

 

 

relating to invasive species.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Puerto Rican tree frog, commonly known as the coqui frog, has the potential to change native forest ecosystems in Hawaii.  Population densities of the coqui frog in some areas of Hawaii have been recorded to be as high as three times the density found in Puerto Rico, with mating sounds reaching as high as seventy-three decibels, comparable to moderate to heavy vehicular traffic.  The Hawaii invasive species council works to keep pristine natural areas free of coqui frogs, among other invasive species, and help communities control coqui frogs around residential areas.  In 2008, the Legislature amended chapter 194, Hawaii Revised Statutes, to specifically task the Hawaii invasive species council with the systematic management of coqui frogs on public lands near residential communities.  However, since the 2010 fiscal year, the council has not received legislative appropriations to continue its important work.

     The purpose of this Act is to appropriate funds to the Hawaii invasive specials council for the control of the population of coqui frogs.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,000,000 or so much thereof as may be necessary for fiscal year 2014-2015 to the Hawaii invasive species council for the control and eradication of coqui frogs.

     The sum appropriated shall be expended by the Hawaii invasive species council for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2014.
