A BILL FOR AN ACT
AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR ADOLESCENT TREATMENT AND HEALING CENTER, CENTRALIZED AUTO MAINTENANCE FACILITY, HANGAR FOR the KAUAI FIRE DEPARTMENt HELICOPTER, SALT POND MASTER PLAN, AND VETERANS CEMETERY FACILITY CONSTRUCTION AND IMPROVEMENTS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
PART I
SECTION 1. The purpose of this Act is to advance the welfare of the people of the island of Kauai by authorizing the issuance of general obligation bonds to finance:
(1) Construction and improvements at the site of the adolescent treatment and healing center;
(2) Plans, permits, and designs for the centralized auto maintenance facility;
(3) Construction of a permanent hangar for the Kauai fire department's helicopter;
(4) Development of a Salt Pond master plan; and
(5) Repairs and the construction of improvements to the Kauai veterans cemetery.
PART II
SECTION 2. The legislature finds that the mayor of the county of Kauai understands the importance of developing the island of Kauai's first adolescent treatment and healing center, because the mayor has included this treatment and healing center as a top priority within the county's holo holo 2020 vision. The legislature further finds that the county has negotiated with Grove Farm for the dedication of approximately five acres in upper Hanamaulu for the adolescent treatment and healing center. The county has already encumbered approximately $500,000 in consultant services to provide planning, permitting, environmental, and design tasks.
The purpose of this part is to provide moneys for construction and improvements at the site of the adolescent treatment and healing center.
SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $5,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016-2017 for the purpose of constructing and improving the site of the adolescent treatment and healing center on the island of Kauai.
The sum appropriated shall be expended by the county of Kauai for the purposes of this part.
PART III
SECTION 4. The legislature finds that the county of Kauai's existing auto maintenance facility was constructed in 1978 and supports the county's automotive fleet. The legislature further finds that the county's fleet has grown significantly over the past thirty-seven years. A new centralized auto maintenance facility will support the repair needs of the county's entire fleet by consolidating services.
The purpose of this part is to support the planning, permitting, and design components of the new centralized auto maintenance facility.
SECTION 5. The director of finance is authorized to issue general obligation bonds in the sum of $550,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016-2017 for the purpose of planning, permitting, and designing a centralized auto maintenance facility.
The sum appropriated shall be expended by the county of Kauai for the purposes of this part.
PART IV
SECTION 6. The legislature finds that the county of Kauai's fire department helicopter provides air support for responding to wildfires and conducting rescues across the island of Kauai, including lands owned by the State. The fire department currently houses the helicopter in a temporary hangar space at Līhue airport. The county is currently attempting to reach an agreement on a long-term lease for a site for a permanent helicopter hangar at Lihue airport.
The purpose of this part is to provide moneys for the construction of a permanent hangar for the Kauai fire department's helicopter.
SECTION 7. The director of finance is authorized to issue general obligation bonds in the sum of $500,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016-2017 for the purpose of constructing a permanent hangar for the Kauai fire department's helicopter.
The sum appropriated shall be expended by the county of Kauai for the purposes of this part.
PART V
SECTION 8. The legislature finds that the Salt Pond area on the island of Kauai is used for various purposes, including a beach park, Port Allen airport, salt beds, and activities of the department of land and natural resources. It is also the former location of a humane society. The legislature further finds that establishing a master plan for phased improvements of this area requires an examination of the area's present uses, engagement with various stakeholders, an environmental impact study, a conceptual design, the identification of applicable permits, and the provision of construction estimates.
The purpose of this part is to appropriate funds to develop a Salt Pond master plan.
SECTION 9. The director of finance is authorized to issue general obligation bonds in the sum of $400,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016-2017 for the purpose of developing a Salt Pond master plan.
The sum appropriated shall be expended by the county of Kauai for the purposes of this part.
PART VI
SECTION 10. The legislature finds that the infrastructure of the Kauai veterans cemetery was developed approximately fifty years ago. The legislature further finds that an assessment of the cemetery's communal hall facility was completed, and focused on the facility's structural integrity and compliance with current building requirements and standards. A consultant is currently finalizing the design and construction documents for recommended repairs and upgrades.
The purpose of this part is to provide moneys for repairs and the construction of improvements to the communal hall facility at the Kauai veterans cemetery.
SECTION 11. The director of finance is authorized to issue general obligation bonds in the sum of $700,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016-2017 for the purpose of making repairs and constructing improvements to the communal hall facility at the Kauai veterans cemetery.
The sums appropriated shall be expended by the county of Kauai for the purposes of this part.
PART VII
SECTION 12. The appropriations made in this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2018, shall lapse as of that date.
SECTION 13. This Act shall take effect on July 1, 2016.
