A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE seventh SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $13,075,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary, is appropriated for fiscal year 2012-2013, for the purpose of capital improvement projects for the seventh senatorial district, as follows:
1. Ke Kula Niihau Charter School, Kekaha, Kauai
Plan, install, and maintain photovoltaic system for native Hawaiian language charter school.

2. East Kauai irrigation system, East Kauai
Upgrade, repair, and maintain East Kauai irrigation system.

Upgrade, repair, and install waterline to Kilauea School to comply with water flow fire protection sprinkler standards for Kilauea School.

4. Kapaa water system, Kapaa Kauai
Design and construct new water storage tank and connecting pipeline in Kawaihau area of the Kapaa water system.

5. Hanalei School waterline improvements, Hanalei, Kauai
Upgrade, repair, and install waterline to Hanalei School to comply with water flow fire protection sprinkler standards.

SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items 1, 3, 5, and 6 shall be expended by the department of education; and
(2) The sums appropriated in items 2 and 4 shall be expended by the department of land and natural resources.
SECTION 4. This Act shall take effect on July 1, 2012.
